RESOLVED, 7.'hat all elected officials of the City of
Saint Paul are ereby requested to make public disclosure �
of any and all financial interests that they or any members
of their families have or may have, including but not limited
to outside business income, their financial interest in any
corporations, except stocks and bonds traded on the open market,
and any other financial interests whatsoever which they may have
in any firms, corporations, or business endeavors which do business
with the City of Saint Paul or which any decision of the Council
may directly affect.

Dear Mr. McKenna:
EnClosed herewith is the resolution you requested requiring
financial disclosure by elected officials.
As I stated in your earlier request, it is my opinion that
any ordinance requiring such disclosure would not be valid, since
it appears that any financial disclosure act must come from the
state legislature. It is therefore my opinion that a resolution
such as that which is attached might be the only effective means
of obtaining a financial disclosure. If the Council were to go
on record favoring such a resolution, there would be public
pressure which might very well be reflected by the voters which
might be effective in obtaining such disclosure.
