As I stated in your earlier request, it is my opinion that any ordinance requiring such disclosure would not be valid, since it appears that any financial disclosure act must come from the state legislature. It is therefore my opinion that a resolution such as that which is attached might be the only effective means of obtaining a financial disclosure. If the Council were to go on record favoring such a resolution, there would be public pressure which might very well be reflected by the voters which might be effective in obtaining such disclosure.
