WHEREAS, the residents of the azea adjacent to or neaz the College of St. Catherine have submitted
a peririon for residential parking in accordance with Chapter 168 of the Saint Paul Legislarive Code; and
WHEREAS, the Council of the City of Saint Paul finds that the aforemenrioned residenrial azea does
not have sufficient off-street parking to safely accommodate the residenrial pazking needs of the residents
and the pazking needs of non-residents. The Council further finds the frequent pazking of velucles in the
residenrial azea by these non-residenrial users has created residenrial problems of a safety, environmental
and aestheric nature.
THEREFORE; to enhance the quality of life in residential azeas by reducing noise, traffic hazards and
litter; to reduce air pollurion and other envuonmental factors, and to preserve the safety of children and
other pedestrians; to preserve the character of this distdct as a residential district and to protect the residents
of these azeas from unreasonable burdens in gaining access to their residences;
NOW, THEREFORE, BE IT RESOLVED; that the following parking regularions shall be in effect in
the residenrial azea neaz the College of St. Catherine:
Except by Pemut or unless otherwise posted, No Pazking 8:00 AM-4:00 PM, Monday through Friday, and
No Pazking 8:00 AM-Noon, Saturday, Except Holidays, Area 12, on the following street:
Both sides of Kenneth Street from Palace to a11ey 130 feet south.
BE IT FINALLY RESOLVED that the parking regulations shall be in efFect 30 days after City
Council approval.

and staff from St. Catherine's park afl day and some overnight.
