To the Honorable Mayor and Members of the City Council:
The Long R,ange Capital Improvement Budget Committee (CIB) has been
in existence for a period of more than six years and during that time
has recommended to the City Council, and the City Council has adopted,
Capital Improvements Budgets for the years 19 6 7, 19 68, 19 69, 19 70 and
1971, for total expenditures of $20, 415, 450. 00. During this time a well
planned continuing capital improvement program, which projects capital
improvements for a period of five years in the future, has developed for
all city departments.
Since the submission of the 19 71 CIB Budget �.nd R.eport last fall, the
CIB Committee has been meeting regul�,rly to consider status reports on
past budgets and requests for amendments to previous years' budgets by
various departments. At the same time CIB has asked all city depart-
ments for their budget requests for the year 1972 and CIB is in the
process of organizing its task forces and improving its procedures in
preparation for this yea�'s work on the 1972 budget, for which funds are
not yet available.
At the CIB meeting held February 16, 1971, the chairman was instructed
to w rite the Mayor and City Council and advise that the CIB Committee is
continuing to operate in full force, anticipating that the Legislature, at
the request of the City, will continue the CIB funding for another two years
until the city is operating under the new charter adopted a few months ago.
The chairman was directed by the committee to ask the Mayor and City
Council for direction as to whether CIB should continue to oper�,te in this
manner or whether CIB should cease to oper�.te until bonding authority is

granted by the Legislature.
CIB members are enthusiastic about the Long R,ange Capital Improvement
Budget program and are anxious to see this important phase of government
continue to benefit the City of St. Paul; however, the CIB members do not
want to act contrary to the wishes of the City Counci.l. We have not been
advised as to Whether the continuance of CIB is included in the city's legis-
lative program.
CIB respectfully requests official advice from the City Council as to CIB's
present and future status. We stand ready to tell the CIB story to the
Legislature, to its committees and to the citizens at large, as the case
may be, in the hope that CIB will continue for the good of our city.

absolute necessit� for the eity of St, Paul, They have supported
this program strongly over the years and again recently voted
to a�k the City Counail to oontinue the program.
The Assoaiation of St. Paul Communities has in the past
appeared b�fore the Council in support of this program, th�y have
appeared before the Cha,rter Commis�ion and they have met with the
1?amsey County Delegation in past years. The Association stands
ready again this year to enaourage and back the Council in
aontinuing this needed program,
