as amended.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l. That the Zoning Code, Chapters 60 to 64, inclusive,
of the Saint Paul Legislative Code, pertaining to Use Districts,
Height Districts and Rezoning of certain properties in the City
of Saint Paul, as amended, be and the same is hereby further amended
so as to rezone the following described property from "B" Residence
District to Commercial District, to-wit:
Lots 1, 2, 3, and the north 8. 54
feet of Lot 4, Block 8, Elmwood;

situate on property located on the southwest corner of James and
South Snelling Avenues in the City of Saint Paul.
Section 2. This ordinance shall take effect and be in force
thirty (30) days from and after its passage, approval and publication.

A petition to rezone from "B" Residence to Couonercial to construct a Twin

Mr. 8osetter sumnarized the staff repor�:4 a p�rt of the file, statin� that
the proposal is to r�nave the thrce existing resid�nces to conatruct the
banking facility. The existing parking lot, owned by Mr. LaNasa, would be
used for bank purposes. Mr. �s ssked �f the psrking lot occupics the
two lots to the south. Mr. Rosetter replied thst ft dces, and that pgoperty
is alre�dy zoned Commercial. He continued the staff report by stating the
srea uades petition has a fronfiage of 137.54 feet along Snelling Avenue and
I48e8 feet along James Avenue, resulting in �n area of 20.465.952 square
feet. The frontage aloag Randolph Avenue ia zoned Cmamerciale To the east
across Snelling Aveaue the zoning is �ouenercial; the reat of the ad�acent
�rea is zoned "A" Residence. The Camprehenaive Ylan recomaends thst both
sides of Snelting Avenue from Jemes Avenue south to ��dolph Avenue be
deveZoped wfth Cou¢nercial use�. The front of the thre� resideatial
properties are at street grade. The rear yards of thes� properties are
2-3 feet below this grade, The property to the aouth is higher sad s

The motion was secoaded by Mrs, �ochrane, and carried unanimouslyo
Following the vote, representativca €or the bank showed two colored
renderings of the proposed facility. Mrs. Cochrane asked if there had
been any opposition voiced by people acrass Che alley, One representative
said Chey had not heard of eny opposition.

Dear Sir:
This is written in response to the petition of C. J. Conney, J. P. LaNasa,
and Twin City Federal Savings and Loan Association to rezone from "B" Residence
to Commercial to construct a Twin City Federal Savings and Loan Association
branch office, property located on the southwest corner of James and South
Snelling Avenues. This property is further described as:
Lots 1, 2, 3, and the north 8.54 feet of Lot 4,
Block 8, Elmwood.
This matter was heard at the June 17, 1971, Board of Zoning public hearing,
at which time the written staff report was summarized by mention of the proposed
use, frontage and area, area zoning, and the site and area conditions. It was
pointed out that the Comprehensive Plan recommends Commercial use of this site .
In considering this matter, it was noted that part of the site for the
praposed development is already-zoned Commercial and developed as a parking lot.
A motion to recommend approval was presented, which was seconded and passed by a
vote of 4-0.

A. SUFFICIENCY: On 5/28/71 the Com�issioner of Finance declared the petition sufficient
with the owners of 9 of a possible 12 (75%) parcels having signed the petition.
B. HISTORY: There is no zoning hietory on the parcel of land under consideration. A
parkin�; lot permit was issued on the two lots ad�joining to the south after an
extension of the Conar►ercial uae was granted by the -City Council.
C. PROPOSED USE: Remove the three exiating residences and construct a banking facility.
The existing parking lot will be used for bank purposes.
D. FRONTAGE AND AREA: The area under petition has a frontage of 137.54 feet along
Snelling Avenue and 148.8 feet along James Avenue, resulting in an area of
20,465.952 square feet.
E. AREA ZONING: The frontage along Randolph Avenue is zoned Commercial. To the east
across Snelling Avenue the zoning is Commercial; the rest of the adjacent area is
zoned "A" Residence.
F. COMPREIIENSIVE PLAN: The Comprehensive Plan recommends that both sides of Snelling
Avenue from James Avenue aouth to Randolph Avenue be developed with Commercial usea.
G. SITE CONllITIONS: The front of the three residential properties are at street grade.
The re��r yards of these properties are 2-3 feet below this grade. The property to
the so��th is higher and a concrete retaining wall separates the existing parking
lot ancl the residences.
H. AREA CONDITIONS: The intersection of Snelling and Randolph is developed Co�ercially.
North and west are single-family residences.
