Marshall City Clerk Room 386 City Hall Dear Sir: This is written in response to the application of Jamestown Homes, Inc. for a permit to install a 111-car parking lot to be used in conjunction with a 73-unit apartment building, on property located on the northwest corner of Kent Street and St. Anthony Avenue. This property is further described as: Lots 1 thru 14, and Lots 20 thru 26, Block 11, Mackubin and Marshall's Addition. This matter was heard at the May 20, 1971, Board of Zoning public hearing, at which time the staff reported the history of this matter, explaining that a permit had been granted for the work that is proceeding by administrative approval since the parking 1ot had been designed as several separate lots of less than 30 cars. Now the applicant has submitted a plan which combines these lots into one lot which requires Council approval. The staff reported that the plan meets design standards. The Board noted that no one was present representing the application and there followed a discussion concerning the advisability of recommending denial for lack of representation. Subsequently, a motion was made and seconded to recommend denial since the application was not represented. The motion failed by a vote of 3-2, and it was the consensus of the Board that the vote constituted a recommendation of approval. Very truly yours, / c. � TE J. HISTORY: Most of the property covered in this application was rezoned from "B" Residence to Commercial for the purpose of this development. Three lots on the northwest corner of Kent Street and St. Anthony Avenue were rezoned from "B" to "C" Residence in 1964. An application for a 111-car parking lot in conjunction with a 73-unit development was submitted and then withdrawn. Applications were then made for four administrative parking lots to serve the development. The developer did thi.s to save time and meet commitment datea for I�11A approv.�l. 1'he present application ia under consideration to revert to the original parking plan for the development. B. AREA ZONING: The frontage along Dale Street is zoned Commercial; north is zoned "B" Residence; east is zoned "C" Residence. C. DESIGN STANDARDS: The parking area meets all design standards except the presently- submitted plan does not include the Traffic Engineer's recommendation which is a matter of relocating the access drive to the east. D. FRONTAGE AND AREA: The entire site has frontage along Central Avenue ancl St. Anthony Avenue with an area of 130,596 square feet. E. TRAFFIC ENGINEER: The off-ramp of I-94 merges with St. Anthony Avenue in this block.
