This is written in response to the application of the Mobil
Oil Corporation for a permit to install and operate a new filling
station on property located on the west side of Smith Avenue between
Grand and Forbes Avenues. This property is further described as:
Lots 1, 2, and 3, Block 3,
Leech's Addition.
This matter was heard by the Board of Zoning on June 3, 1971,
at which time the staff reported that the West 7th Street PAC group
had approved the plan at the time of the rezoning.
A motion was heard to recommend approval which was seconded and
passed by a vote of 5-0.

A. HISTORY: Permission to install and operate a parking lot on this site was granted by
the City Council on June 29, 1951. The southern portion of this site was recently
rezoned to Conm►ercial for this development.
B. AREA ZONING: The lots edjoining this parcel to the north, along Grand Avenue
(formerly Ramsey Street) and the area between West 7th Street and Pleaeant Avenue
northward to the downtown araa is zoned Co�mnercial. An irregularly-shaped district
of Light Industry extenda from this CommerciaL zone southwesterly along West 7th
Street. This parcel exists noar the northweeterly end of a "C" Residential Diatrict.
C. DESIGN STANDARDS: ?he plan, as aub,nitted, caa meet design standards with certain
changes. These changes hava been noted to the applicant and revised plans have been
requested and are expected to be received by the date of this hearing. The applicant
states that present plana incorporate the recon�nendations of the Housing Authority
and Project Area Committee aubmitted at the time this property was considered for
rezoning.
D. FRONTAGE AND AREA: The aite has a frontage of 155.49 feet along Smith Avenue and a
front:3ge of 173.5 feet along Grand Avenue, for an area of 26,977.51 square feet.
E. TRAFF[C EI�fGINEER: In a letter dated April 19, 1971, the Traffic Engineer
recommended approval provided that the appticant build a new curb 3 feet west
of the existing curb of Smith Avenue, and that he build an intersection curb
with a 20-foot radius. This letter was communicated to the applicant and ita
conditions were submitted ae psrt of the finel plsn.
F. SITE CONDITIONS: The north end of the eite ia presently occupied by an auto-
mobile repair shop. The south end is vacar�t and flat.
G. AREA CONDITIONS : Surrounding terrain is level end surrounding structures, with
several exceptions, are generally in a deteriorating condition. A gasoline
station and a playground exist across Grand Avenue to the north.

PRESENT: Messrs. Ames, McPartlin, Maietta, and Manaur of the Board; and
Mr, Rosetter and Mrso Frantzen of the staff.
MOBIL OIL CORPORATION: An spplication for a permit to install and operate a
new filling station, on property located on the west side of Smith Av�nue
between Grand aad Forbes Avenues.
It was noted that Mr., Tony Danna, attorney for the applicant, waa present for
the public hearing.
Mr. Rosetter pointed out that no changes are necessary on the submitted plans�
and that the West 7th Stxeet Area PAC gronp had approved the plan wit;� provisiQr:s
for landscaping at the time of the rezoning. The present plan appears to retair
that lendscaping,
Mro Maietts moved for approval of the application. The motion was seconded by
Mro Mansur, and carried unanimously.
