Dear Sir:
This is written in response to the application of
Fred 0. Watson Company for a permit to install a 42-car
parking lot to be used im conjunction with a U. S. Post
Office, on property located on the south side of East
Arlington Avenue between Jackson Street and the Soo Line
Railway, and further described as shown on the attached
sheet.
This matter was heard by the Board of Zoning at its
regular meeting held on May 20, 1971. The staff reported
that the parking lot plan meets all design standards and
has received the Traffic Engineer's approval. It was
pointed out that no one was present to represent the
application. The Board discussed the subject of whether
a representative should be present before the Board makes
a recommendation to the City Council.
The Board heard a motion to recommend approval. The
motion was seconded, and passed by a vote of 3-2.

B. AREA ZONING: To the north the zoning is Heavy Industry and "A" Residence.
Northeast, the public housing site is zoned "C" Residence. The rest of the area

D. FRONTAGE AND AREA: The property has a frontage of 225 feet along Arlington Avenue

Mr. Maietta said he feels this would be a simple approval of a parking lot
applicetiaa, but doesn't think it shoald be voted upoA since others withaut
a representative weren'C voted on today.
Whete everythiag meets deaigu seandards on a parking lot applicatioa,
Mr. McPartlia said the Board usually approves those matters. Mr. Benshoaf
said oa�e matter is a simple p$rking lot, while another is rezoning property
in St. Paul. He said he doesn't want Mre Maiettm to think he is iaconeistent
in his actioae.
Mr. RosetCer pointed out that the Watsan parking lot application meets 811
design standards,
Mr. Beashoof moved for approval of the application. The imotioa was seconded
by Mrs. Cachraae, and carried by a 3•2 vote. Mrs. Cochr�ne, Mre Benshoof,
and Mr. McPartlin voted for approvala However, Mro Maietta and Mr. Mansur
cast diasenting votes. Mr, Mensur noted that he feels s representative shoald
be pxesent at the public hearings, or that they ahould aotify the soaiag ataff
