in accordance with the specifications and drawings and Formal Bid No. 4640 of said
Berwald Rooffng Company, such bid being the lowest and said Berwald Roofing Company
being a responsible bidder and the Carporation Counsel be and hereby is directed to
draft the proper form of contract therefor, and the proper City officials hereby are
authorized to execute said contract on behalf of the City of Saint Paul.
