RESOLVED, That the proper city officials are hereby
authorized and directed to enter into and execute an agreement
between the City of St. Paul and the Housing and Redevelopment
Authority of the City of St. Paul; said agreement pertaining
to the Authority's assisting the city in providing recreational
•programs and services to families and elderly individuals living
in leased housing, and in consideration for said services the
City will be paid the sum and amount of $33,000, all as more
fully set out in said agreement, a copy of which is attached
hereto and made a part hereof by reference.

FiHEREAS, the Autliority. has received budget approval from the Department
of Fiousing and Urban Development to expend the sum of Thirty-Threz Thousand Dollars
($33,0�0) of Section 23, Leased Housing Budget monies, for fiscal 1971-1972, in
support of the operation of rec-reational programs and services to families and
elderly in3ividuals living in Leased Housing; and
WHEREAS, the City desires to provide the aforesaid recreaeional pro�rams
. and services, and the Authority desires to make a contribution for this pur pose.
hOT;� THER�FO:�c, the parties do hereby mutually agree as follows:
1. The City agrees to provide a full-time year-round senior citiLei.s
iecreation Ieader ��.�io will be enzployed to reach out and begin recreation progrn:�s
for low-income eldarly individuals as well as to assist arganized groups of elderly
residents residing in pro�erties under lease to the Authority. This recreatzon
leader sha11 work closely with ehe Authority in developing mueually acceptable
programs and services. . .
2. The City agrees to provide a full-time year-round family recreatior:
Ieader who will be ernployed to reach out and begin recreation programs which wil2
�e available predominantly to low income, non-elderly families residing in prop2Y'-
ties leased to .the Au�hority.
3. The City agrees Co provide transportation, supplies and equipa::ent
as necessary �o serve the needs of recrearional programs an� services whi�h are

S. The City sgrees to provide recreation staff �at the recreation centers
serving the McDonough Hanes, Roosevelt Homes and Mt. Airy Homes Projects during the
' „ ��Xmal City recreati�n staff ��acation period. ` '
6. The Authority agrees thaC �n the event the City provides the staff,
programs, services, supplies and equipmenr listed above during the current fiscal
year which ends on March 31, 1972, the Authority will contribute the amount of '
Thirty-Three Thousand Dollars ($33,t�00) to assist in this purpose, payable one-half
(1/2) on July 1, 1971 and the second half on October 1, 1971.
7. The parties agree that no person stiall �aith regard to �race, color,
sex, reli�ion or national origin, be excluded from' participation in, be denied
the benefits of, or be subject to discrimination in the use of the aforesai.d
pla��ground and recreational facilities. ,
