TO THE COUNCIL OF THE CITY OF SAINT PAUL: The Commissioner of Finance hereby reports: That he has fixed and determined the value of the land, lands or easements therein taken and ap- propriated for the above improvement and`the amounts of the awards of damages therefor to the own- ers thereof, and the persons to whom such awards are payable; that he has also fixed and determined the amount of benefits to property, from the making of said improvement, not exceeding the cost thereof, and that attached is an assessment roll entitled as above and identified with the signature of the undersigned, containing the undersigned's finding on said matters. CITY CL�:i?•�"' June 20, 1971 ��r �,��,�.�����_, ' � The City Clerk St. Paul Court House St. Paul, Minn. 55101 Dear Sir: In response to the Commissioner of Finance's preliminary ord.er 253039 of March 17, 1971; intermediary order 253459 of April 7; and final order 253873 of May '; and in response to the notice of May 26� 1971 (file # 17572-5), I am filin� with you this written objection to the work proposed for the alley of Block 22 of F�ankson�s Como Addition from Franicson Street to Faa.r Place. Probably I cou�d just as well spare myself this effort, since it is �y experience that no attention is paid to such objections ar�yway, and s�;noe a preliminaYy remonstrance� signed by �rself and approximately half of the owners of properties abutting on this alley, aud delivered at the preliminary hearing by my neighbor Mr. Ralph Nett of 1364 Aabury, was disregarded, and� so fax as I can tell, acarcely acknnwled,�ed. The cause of the problem in the alley of Block 22 is improper work dating from last suuuner, at which time a drain� collectin� basin and storm-sewer conz�ection were installed perhaps 10 feet too far to the south and some 4 to 6 inches uphill from the lowest dip in the alley, resultin� in temporary ponding after heavy rains. This situa.tion could be remedied b,y the application of a proper a.mount of gravel fill. Instead, �y neighbors to the north, who use the alley for garage access (as I do not) have proposed� and pet- itioned� and without at any time askin� tt�y cooperation or even giving me notice, that an expensine re-grading a.nd blacktop�:ing� of this alley be undertaken. This will result in an. assessment � am vexy loath to ,�,ay, on top of property taac increases, sales tax, un- reasona,ble state and federal income taxes, and other levies that by now seem to consume, when added together� almost half of the average taxpayer's income. But enough e� such commonplace grievances. Suffice that this communication states �y objection to the aforementioned work on the alley of Block 22. I do not pro�:oee to wa.ste further energy attemdi� a �ear�.n� t�iat �ro��ses to be a mere fait accompli, unless there is some possibility that the former decision can be reversed.
