03-169Council File # D 3- �(.q r €r�''S ( ��,1 E � i i1 : i �e � RESOLUTION CITY OF SAfNT P Presented Refened To Green Sheet # Committee Date I� RESOLUTTON OPPOSING THE SAI,E OF WINE FOR OFF-PREMISES CONSUMI'TION IN OUTLETS OTHER THAN AUTHORIZED OFF-SALE LIQUOR STORES 4 WFiEREAS, the City of Saint Paul wishes to encourage a diversiry of small business owners spread throughout the city's neighborhoods; and $ WHEREAS, the City of Saint Paui is home to numerous family owned and opernted liquor stores, some of which have been owned by the same 6 families for generations; and � WHEREAS, the sale of wlne in grocery stores would provide mazginal benefit to those grocery stores at the great expense to a number of small, $ family owned ]iquor stores, and 9 WHEREAS, the sale of wine in grocery stores could likety Lead tA the loss of a number of liquor stores throughout the City and thus wntribute to a 1 Q Ioss of ta�c base; and I Z WHEREAS, the Ciry is concemed tk�at both local and state funds aze scarce to cedevelop buildings that may become vacant as a result of liquor stores 1� thatmay close; and 13 WHEREAS, the City of Sain[ Pau] endeavors to curtail youth access to alcohoi and tobacco products; and 14 WI-IEREAS, the proliferation of outlets where the sale of alcohol provides additional opportunities for youth to have access to alcohol; and 1$ WHEREAS, the sa(e ofwine in grocery stores or any other outlet other than liquor stores may lead to problems in our youth of uncontrolled and 16 excessive drinking and subsequent increases in police protection costs; and � 7 NO W, THEREFORE, BE IT P.ESOLVED, that the Co�ncil of the Ciry of Saint Paul, heceby opposes the concept oY allowing wine to be sold in 18 grocery stores.
