WIIEREAS, on November 27, 2002, in Council File No. 02-1116, the Council of the City of Saint Paul
duly adopted a resolution approving a moratorium of limited duration for the purpose of studying land uses in
the Sunray area;and
WIIEREAS, the Council now desires to amend Council File No. 02-1116 to the extent necessary to
enable Target Corporation to move forward with site plan review and related building pernut applications
for their existing store at 1744 Suburban Avenue, which would otherwise be prohibited under the terms and
conditions set forth in Council File No. 02-ll 16 and in an accompanying interim control ordinance approved
by the Council in Council File No. 02-1115; and
WHEREAS, nnprovements proposed by Target Corporation for their existing store at 1744 Suburban
Avenue are desirable within the present and future context of land uses in the Sunray azea.
NOW THEREFORE BE IT RESOLVED, that Council File No. 02-1116 shall be immediately
amended so that its provisions shall not prevent the Tazget Corporation from applying for and, if approved,
receiving any building permits necessary to undertake the construction of the proposed improvements; and
BE IT FINALLY RESOLVED, that Council File No. 02-1115 shall also be amended to permit the
Target Corporation to apply for and, if approved, receive any building perm�?s necessary to undertake the
construction of their proposed development.

1116); accompanying interim control ord'uiance is Council File No. 1115. Tuget Corporation desires to construct
