4 WHEREAS, since 1889, the Central Presbyterian Church has served as a meeting hall for Saint Paul, and
5 people gathered there to hear famous orators of the day; and

WIIEREAS, Cedar Exchange has re-opened Saint Paul's historic Central Presbyterian Church to the
community at large as an auditorium for artistic programs, public forums and cultural events. From fully
staged dramas to intimate discussions, Cedar Exchange has emerged as a new and exciting location for
artists in downtown Saint Paul; and

WHEREAS, Cedar Exchange�a community-wide event5open to the public to promote arts and culture to
downtown Saint Paul; and
WHEREAS, the Mayor, .. , does certify that there are funds
of $10,000.00 available in the 2003 Budget; and
NOW, THEREFORE BE IT RESOLVED, that the City of Saint Paul City Council hereby authorizes the
