RESOLVED, that the proper City officials are hereby authorized and directed to execute a mutuai aid agreement
with Hennepin County Medicai Center Ambulance Service as provided by Saint Paul's Department of Fire and

HCMC/ST. PAUL FIRE DEPARTMENT
M[TTUAL AID AGREEMENT
Wf�REAS, it is desirous that the City of Saint Paui and Hennepin County Medical Center
Ambulance 5ervice (�ICMC) be prepared to deal adequately with emergency medical services
within the boundaries of either jurisdiction; and in compliance with Minn. Stat. 144.801 -
144.8092, Minnesota Rules, Chapter 4690; and
WHEREAS, in order to ensure that such preparation be adequate to protect the public peace and
safety, and to preserve the lives of the people of both jurisdictions, it is hereby found and
declared to be necessary that the jurisdictions of Saint Paul and HCMC agree to furnish
assistance to each other: in the event of such emergency,
NOW, THEREFORE, the City of Saint Paul and the HCMC hereby agrees to furnish assistance
to each other upon the terms and conditions hereinafter set forth, as follows:
1. Whenever the public interest requires it on account of an imminent emergency occurring
within the boundaries of either jurisdicdon, the director of that jurisdiction, or his/her
designee, hereinafter calied the receiving jurisdiction, may, in his/her discrekion, call
upon the director of the other jurisdiction, or his/her designee, hereinafter called the
sending jurisdiction, to fumish emergency medical services to go to the assistance of the
receiving jurisdiction and to request for such purpose personnel, equipment and supplies
of the sending jurisdiction.
2. Upon the request of the director of the receiving jurisdiction, or his/her designee, the
director of the sending jurisdic6on, or his/her designee, shall authorize and direct the
emergency personnel of the sending jurisdiction, to go to the assistance of the receiving
jurisdiction such personnel, equipment, and supplies of the sending jurisdiction as, in
his/her discretion, aze available.
3. The sending jurisdiction reserves the right to retain'for its own use such equipment,
personnel, and supplies as, in the discretion of its d'uector, or his/her designee, may be
necessary for the proper and adequate protection of the sending jurisdiction, and the
d'uector of the sending jurisdiction, or his/her designee, shall authorize and direct to the
receiving jurisdicfion only such equipment, personnel, and supplies as can, in his�her
diseretion, or that of his(her designee, be safely spared from the sending jurisdiction; and
in case of an emergency arising within the sending jurisdiction while the equipment,
personnel, and supplies of that jurisdiction ue engaged in the receiving jurisdiction, the
d'uector of the sending jurisdiction, or his/her designee may, in his/her discretion, or that
of his/her designee, recall to the sending jurisdiction such equipment, personnel, and
supplies as he/she may consider necessary to meet such emergency.
4, While engaged in the receiving jurisdiction, the officers and members of such forces of
t;ie sending jurisdiction shali remain under the control and direction of the sending
jurisdiction and shall be paid by the sending jurisdiction the same as if performing their
regular duties within the sending jurisdiction.

5. The sending jurisdiction shall be responsible for its own personnel, equipment, and
supplies and the receiving jurisdiction shall not be held liable for any injuries to
personnel or damage to equipment of the seading jurisdicrion, nor shall the receiving
jurisdiction be required to reimburse the sending jurisdicfion for supplies used while so
engaged, except that unused equipment and supplies shall be retumed to the sending
jurisdiction upon the termination of the emergency.
Information Exchange
In all situations where backup service is provided copies of tha emergency ambulance
service request and the ambulance report shall be made available to the requesting
jurisdiction, upon request.
Billing
Both jurisdictions shall handle all of the billing and coAections for the services that they
provide. Neither jurisdiction shall be responsible for any monies due the other for
services provided under this agreement.
6. The receiving jurisdicfion shall not be responsible for any injuries, losses, or damages
to persons or property arising ou[ of the acts of any of the forces of the sending
jurisdiction, nor shall the sending jurisdiction be responsible for any injuries, losses, or
damages arising out of the acts of any employees or agenu of the receiving jurisdiction.
7, In case weather, road conditions, or other circumstances aze such that, in the discre6on
of the d'uector of the sending jurisdiction, or his/her designee, equipment, personnel, and
supplies cannot be furnished to the receiving jurisdiction with reasonable safety he/she
may, in his/her discretion, or that of his/her designee, refuse to authorize and direct
assistance to the receiving jurisdiction. The determination of the d'uector of the sending
jurisdicflon, or hislher designee, as to what assistance shall be fumished and whether
assistance shall be furnished and whether assistance shall be withheld or withdrawn, as
provided herein, shall be final and conclusive, and shall give rise to no liability on the
part of the sending jurisdiction for failure to furnish assistance.
The agreement shall be effective oniy during periods when a Civil Defense
Emergency is not in effect and in the event such Civil Defense Emergency is declared pursuant
to ordinance or State or Federal law, this agreement shall immediately cease to be effective nntil
such fime as such Civil Defense Emergency has ended.

ATTACHMENT A
The following procedure will be followed when either jurisdiction has need for mutual aid
response for the purposes of;
NOTIFTCATION OF COVERAGE
Individuat jurisdicfion dispatchers may notify the other jurisdiction of the potential for requests
for response to an emergency run (if it can be anricipated) by d'uectly utilizing recorded
telephone lines.
Neither jurisdiction will move from their normal stationing for the purpose of coverage unless
directed to do so by the respective jurisdictions deputy fire chief (Saint Paui Fire) or duty
supervisor (HCMC Ambulance Service).
NOTIFICATION OF A RUN
1. The requesting jurisdiction dispatcher will request response d'uectly utilizing recorded
telephone lines.
2, The sending jurisdiction will immediately indicate their availability and where the
responding ambulance is starting from.
Each dispatch center will dispatch runs for their service respectively on their main emergency
channel.

This agreement shall be effecrive ten (10) days after its approvaI and execution by both
parties hereto; shall be for a term of one (1) yeaz, and shall continue in effect thereafter until and
unless canceled by either party upon sixty (60) day written notice to the other pariy. Both
jurisdictions agree to review and amend this agreement as necessary on an annual basis. All
amendments to this agreement must be mutually agreed upon in writing.
