PAUL couNCi� 0 OFFIC OF THE CITY CLERK FILE NO _CO�!t�IQIL OLUT N—GENERAL FORM PRESENTED BY COMMISSIONE �� ATF RESOLVED by the Council of the City of Saint Paul, Minnesota, that the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, having determined that it is necessary and desirable to carry on certain Neighborhood Development Program redevelopment activities, including the acquisition of certain real property in the Summit-University Area, Minn. A-1-1, the West Midway-South St. Anthony Park Area, Minn. A-1-2, the Thomas-Dale Area, Minn. A-1-3, the Central Core Area, Minn. A-1-5, the Seven Corners Area, Minn. A-1-6, and the West Seventh Street Area, Minn. A-1-7 , and having presented to the Council a Neighborhood Development Program Application for the Year 1972-1973, together with a relocation plan and a financial plan, and having presented for Council consideration modified Redevelopment Plans for each of the aforesaid Project Areas, all of which documents are on file in the Office of the City Clerk and the Offices of the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, subject to the inspection during regular business hours, by any interested persons; that pursuant to Section 462.521 of Minnesota Statutes, the Council hereby determines and provides that it shall hold a public hearing on said modified Redevelopment Plans and the redevelop- ment project activities therein proposed for the Summit-University, West Midway-South St. Anthony Park, Thomas-Dale, Central Core, Seven Corners and West Seventh Street Project Areas, and the land acquisition and other activities thereby proposed, which hearing shall be held before Council, in the Council Chambers of the Court House in the City of Saint Paul, Minnesota, on the 2�t}x.day of January, 1972; that upon said public hearing, this Council shall consider whether said modified Redevelopment Plans and the redevelopment project activities thereby proposed shall be appro��d; and among other things, determine whether or not this Council's Resolution at said hearing to be considered shall be adopted approving said modified Redevelopment Plans and said pro�ect activities, permitting the Housing and Redevelopment Authority of the City of Saint Paul, N�innesota to undertake said project activities under the authority of State and Local law with Federal financial assistance provided under Title I of the Housing Act of 1949, as amended, and the Minnesota Municipal Housing and Redevelop- ment Act, Chapter 487, Laws 1947 , as amended; to acquire land in said Project Areas; to demolish or remove buildings and improvements; COUNCILMEN Adopted by the Council 19— Yeas Nays Butler Caxlson Approved 19� Levine �n Favor Meredith Sprafka Mayor A gainst Tedesco Mr. President, McCarty FORM PPRO`Ve : � Asst. OFFICE OF THE CITY CLERK F��E NO. � COUNCIL RESOLUTION—GENERAL FORM PRESENTED BY COMMISSIONER �ATF _2_ to install, construct or reconstruct streets, utilities, parks, play- grounds and other project improvements, to make land available for redevelopment by private enterprise or public or non-profit agencies as authorized by law, and among other things, in connection with the consideration of said Resolution, the Council will determine and make findings accordingly upon the questions of whether or not (1) the financial aid to be provided in the Federal funding agreement is necessary to enable the project to be undertaken in accordance with the hereinbefore described modified Redevelopment Plans; (2) the modified Redevelopment Plans will afford maximum opportunity, consistent with the sound needs of the locality as a whole, for the rehabilitation and redevelopment of the Neighborhood Development Urban Renewal Areas by private enterprise; (3) that the afore�said modified Redevelopment Plans conform to the General Plan for the development of the locality as a whole; (4) the land in the aforesaid NDP Project Areas would not be made available without the financial assistance and governmental under- takings to be provided; and (5) the aforesaid modified Redevelopment Plans give due consideration to the provisions of adequate park and recreational areas and facilities as may be desirable for neighborhood improvement and community development, with special consideration for the health, safety, and welfare of children and the public as a whole, residing in the general vicinity of the sites of the Project Areas and the community as a whole covered by the aforesaid Plans, and be it FURTHER RESOLVED that not less than ten (10) days prior to the date of said public hearing, the City Clerk shall cause published notice of the same to be given in a newspaper of general circulation in said City of Saint Paul at lsast once and not less than ten (IO) days prior to the date of said hearing.
