WHEREAS, on December 1 , 1971, the City of Saint Paul did open bids
on the hospitalization, medical-surgical, and life insurance coverages
for sa�d employees, retirees, said opening incorporat�d into Formal Bid
No. 4856, and all bidding has noa� been closed and the Purchasing Commtttee
has referred all b�ds received under Formal Bid No. 4856 to the Health
and Welfare Committee for their complete study of such bids, and
WHEREAS, the sole bidder on the hospitalization coverage was
Minnesota Hospital Service Association whose bid for the coveraqe
contained the following proposed premiums:

WHEREAS, pursuant to the existing contract for hospitalization coverage,
Minnesota Nospital Service Association did on August 31, 1971 submit to the
Nealth and Welfare Committee of the City of Saint Paul the proposed premiums
cost for the hospitalization coverage for the year of 1972, said proposed

premiums being identical to the premiums submitted by Minnesota Hospital
Service Association under Formal Bid No. 4856, and
GlHEREAS, the proposed premiums are an increase over the premiums
charged for the same coverage for the year of 1971 and it appears that
there is a possibility that this increase may possibly be in conflict
with Phase I� of the t�lage and Price Freeze Act now in effect, and �
WHEREAS, the City of Saint Paul has therefore, made a request to
the Internal Revenue Service for a ruling in regard to this matter,
said ruling to be determined at a later unidentified date, and
WHEREAS, the Health and Welfare Cornrr►ittee has recommended that the
City and Independent School District #625 renew the existing contract
with Minnesota Nospital Service Association subject to increased premiums
as submitted for 1972 by Minnesota Hospital Service Association and
��, subject to the provision that any ruling made by the Internal Revenue
� Service in relation to the increased premiums shall be retroactive to
� January 1 , 1972, now therefore be it

� ° RESOLVED, that the Council hereby reject the bid of Minnesota
� o Hospital Service Association for hospitalization caverage as submitted
� o under Formal Bid No. 4856 and that the Council` hereby autFiorizes and
Q � directs the proper City officials to r�new the existing contract
� between the Minnesota Hospital Service Assoc4ation and the City of
� � Saint Paul subject to the said proposed increased premiums and subject
° to the provision that any ruiing made by the Internal Revenue Service
in regard to the increased premiums of this contract shall be retro-
active to January 1 , 1972, and be it
FURTHER RESOLVED, that the City and Independent School District #625
shall pay $14.9� towards the cost of the employees dependents monthly
premium cost and the employee shall pay the balance of the dependents
monthly premium cost in the amount of $14.91 , and be it
FINALLY RESOLVED, that the City Clerk shall be instructed to send
a copy of this resolution to Minnesota Hospital Service Associa�ion.
