WI-IEREAS, on October 6, 1999 the City Council approved the total financing plan for the RiverCentre
Pedestrian Connection; and
VJIIEREAS, on Apri130, 2000 the City entered into a Facility L,ease with Ramsey Counry which requires the
City to make payments to the county; and
WHEREAS, the 2003 budget must be amended to provide budget authority for the City to make these
payments; and
WI�REAS, the Mayor, pursuant to Secrion 10.071 of the City Charter, does certify that there are funds
of $400,000 auailable for appropriation for the 2003 Budget; and
WHEREAS, the Mayor recommends the following changes to the 2003 budget;
