Honorable Mayor and City Council
Saint Paul, Minnesota
Gentlemen and Madam:
The location at 2057 and 59 Marshall Avenue which was also
knocm as 224 North Cleveland AVenue, has been licensed as a as station
since 1925. iowever, in 1958, the 224 North Cleveland Avenue address
was removed and a new business was established at this address an
licensed as a LaundryDry Cleaning Fickup St,tion and so been licnsed
to the present date.
kt 20579 Marshall avenue, the station was licensed to 9-6-69
when the operator discontinued the station. During that time such
miscellaneous licenses as Auto Repair G,r,ge, Ciarette and Foodstuff•
Vending Machine Location licenses ere held at times.
During the past year, the Q. Petroleum Corp. have been licensed
at this address, holding a gas station, cigarette, and foodstuff-vending
machine location license, and when they opened up about a yea.r a,go on
August 15, 1970, also were issued a grocery license.
At this time the corporation makes application for an pff sale
Malt Beverage (3.2 beer in addition to the present licenses they now carry.
Because of the question of handling beer in oonnection with a
gas station business, they make such application of the Honorable Body
through the License Committee and submit a repo-rt in connection with
the application, a copy of wrieh is herewith attached.
Very truly yours,
` .
License Inspector

TO THE HONORABLE MAYOR AND MEMBERS OF THE COUNCIL OF THE CITY
OF SAINT PAUL: •
Q Petroleum Corporation has applied for an off-sale, 3.2 beer
license for its station-store on the northeast corner of Cleveland and
Marshall Avenues in St. Paul. This letter is to acquaint you with Q
Petroleum Corporation and with this facility.
We opened our store in August, 1970, selling only gasoline
and motor oil. On january 1, 1971 , recognizing the needs of this area,
we opeaed our convenience food outlet. We are the only convenience
food store within a radius of one-half mile of this intersection. Accord-
ingly, our food business has grown rapidly to a point where we have
become a food store which also sells gasoline, rather than a gas station
which also sells food.
Our store is open from 7:00 a.m. to 12 midnight, six days a
week, and 9:0 0 a.m. to 11:0 0 p.m. on S unday. Our customers repeatedly
ask for 3.2 beer, and we would like to obtain a 3.2 license so that we can
meet the needs of our patrons .
This store has twelve employees, all but one of whom live in
the neighborhood. While our pump island attendants are sometimes under
twenty-one years of age, we have at all times an adult cashier to ring
up food and gasoline sales . We expect to continue this practice, as we
need a responsible adult on the premises at all times the store is open.
Because of the popularity of our store with the residents of
this neighborhood, we would like to offer the complete iine of products
which are generally carried by stores of our kind. Thus, we need an
