WHERE,AS, The Federal Aid Fii.�hway Act of 1968 has appropriated funds
for the purpose of financing the "Traffic Operations Progra.m to Increa.se
Capacity and Safety" known as "TOPICS"; and
� � , The general ob,jectives of said "TOPICS" are to improve the
traffi.c flow and iucrease safety on Federal Aid urban area streets by
phys3.cal improvements throu�h the application of traf�'ic en.�ineerin�
principles; and
WI�REAS, The City, by previous agreement, has initiated the "TOPICS"
program and is diligently working on the Plan and Report for 8tudy Area 2;
and
� � S, �he studies under�aken to date indicate that MARYLAND AVENUE
from Abell Street to Tnter 8tate 35-� (P-o526) is one of the City`s high
priority loaations to i.mprove traffic flow and safety; now, therefors, be
it
RESOLVED, That the Couricil of the City of St. Paul hereby designates
this a high prior3.ty projeet and requests the NLi.nnesota Highway Departraent
' to give this "advance project" status.
