03-1143/-l�� �i �� - ��c� �� � ��, �o�.� RESOLUTION � CITY OF SAINT PAUL, MINNESOTA Presented by Council File # 03-1143 Green Sheet #205301 Z� 1 Resolution Memorializing City Council decisions on establishing a Police Chief Examination Committee 2 WHEREAS, Section 1212.1 of the City Charter provides that, the Council shall establish, by ordinance, minimum 3 qualificauons for the vacant position and appoint an Exam;n;ng Committee; and 4 WIIEREAS, staff representatives from the Office of Human Resources, City Council Research and the Police ChiePs 5 Office, per the directive in Council File # 03-1013, brought forward a proposal for the minimum qualifications for the 6 position of Police Cluef, a proposed plan for the establishment of the Examination Committee, and a draft timetable 7 for the Police Chief hiring process; now, therefore, be it 8 RESOLVED, that the City Council, upon consideration of these proposals, does hereby establish the following 9 process for the selection of the Police Chief Examination Committee: 10 1) the Council will actively solicit applications &om the members of the community at large to serve; 11 2) applications shall be due to Council Offices by 4:30 p.m. Friday January 16, 2004; 12 3) the Council shall select the members and chair(s) of the Examination Cominittee »�;*+a ��..g. 13 ,.g�)z nf threP ('nimrilmPmhar�� St3ff0Q t1}� COUriC111Z0S03iC11� 3IIC1 bE lt fUrt110I 14 RESOLVED, that the Examination Committee shall be comprised of fifteen (15) members, who aze representative of 15 the City's diversity, with a chair or co-chairs to be selected by the City Council; and be it further 16 RESOLVED; that the Examination Committee shall be staffed by Human Resources and served by staff represent- 17 atives of the City Attorney's Office, Human Resources, Human Rights and the Police Department, whose service shall 18 be in an "ex officio" capacity, providing professional insights and expertise to the Committee in its deliberations; and 19 be it further 20 RESOLVED, that the Examination Committee shall conduct at least four community meetings, to be held throughout 21 the City of Saint Paul, to aid them in determining the personal characteristics and leadership style that best meet the 22 needs of the coxnmunity; and be it finally 23 RESOLVED, that the City Council adop th attached work program and deadlines for the Police Chief hiring process.
