In addition to these above individual goals , the Criminal Justice Advisory Commission proposed in this project will do . much to formulate and clarify the goals and priorities for � improving criminal justice in Saint Paul and Ramsey County. For further details , see Attachment B. ; � � j : '. , . �._: _ �1TTACHMENT B ' • (A) TITLE OF PROGRAM: ST.PAUL-RAMSEY COUNTY CRIMINAL JUSTICE � ', � � ADVISORY COMMISSION. (B) OBJECTIVE: � ' (Background) The Mayor of Saint Paul, in order to help reduce crime, make a improvements in the local criminal justice system, and incresse co- , operation and coordinati.on among the various agencies of criminal justice, wishes to establish a local criminal justice advisory . commission. This ,proposal requests furids to support that comnission and its staff during the firat year of its operation. Because (1) there are key�local cri.minal justice agencies at . � both the city and the county level; (2) any truly comprehensive and sysCem-wide approach to the task of reducing crime and improving . , criminal justice must necessarily involve agencies at both the city . and county level; and (3) key officials at both the city and county level have already indicated a willingness to participate actively in this effort, it has been decided that the commission will repreaent and serve both the City of SainC Paul and the County of Ramsey. In choosing this approach to criminal �jusCice improvement, � Saint Paul-Ramsey County is following a course well accepted by LEAA. - CJAC's are specifically'mentioned and supported in the Act itself through the 1970 amendments. - CJAC's are mentioned and encouraged in the Discretionary Grant Guidelines as a program under large city and county � special grsnts. - City and County cooperation in criminal justice system planning is encouraged in the most recent planning and action guidelines. In addition, the President's Crime Commission (1967) and the President �s Violence Commisaion (1970) both strongly recommended that every major city have a single agency' for planning and co- ordinating of crime control activities; and at thia time, a eignificant number of oCher major cities and counties have • � i . . . . , , _ . ; • . , � established CJAC's and have already gained aignificanC benefits . from doing so. � ' �'inally, by way of preparation for this proposal, ehe Mayor and � . his staff have led in the completion of the £ollowing eteps: A. Conducted a series of preparatory meetings with the key criminal justice officials and general government off iciele of both the city and county for the purpose of explaining thoroughly the CJAC approach and how it .will operate here. $. The City of Saint Paul has passed a resolution supporting � � the CJAC (attached as Appendix� I.)� � � C. The County of Ramsey has passed another resolution supporting the CJAC (attached as Appendix II.) ' D. Secured the agreement of all members of the CJAC to parti- � cipate actively in the program. (A list of CJAC membera � is attached as Appendix III.) , E. Discussed this CJAC and its operation in depth with LEAA officials at the Washington, D. C. ; Chicago Regional Off ice; Minneaota SPA; and MeCropolitan Regional Levels. (Obj�ectives) . • • The fact that criminal justice systems in highly urbanized _ � areas are in need of more resources, better coordination, and a � unified planning capaci.ty has been well documeneed by this ti.me by ' a variety of individual and agency studies. It is to meet these needs that thia CJAC ia being proposed for the City of Sainr Peul and the Co�nty of Ramsey. Specifically, the CJAC and its staff will conduct the follawing activities: � A. Act as a catalysC to public and private agencies' individual and cooperative efforts to reduce crime and improve rhe local criminal justice system. . - � B. Plan for the criminal justice system as a whole and for fndividual agencies as they may require assistance in that _ , ar ea. This wfll include preparation of an annual pinn, • ' -" aeaiatance in the preparation of individual grant applica- tiona, ana other planning taska. • C. Conduct Research into the problems of the local criminal � ju�tice system, to help identify solutions and methods of implementing them. � D. Set priorities and allocate resources across the criminal " � justice system, in keeping with priorities set and the findings of such planning and research as is undertaken. . E, Introduce Innovations into the system, including programs end new approaches to criminal justice problems designed to increase the effectiveness of agenciea and to reduce� cr ime. F. Evaluate and monitor pro�rams undertaken toward the end. .• . � of identifying problems and measuring effectiveness. In all of the above activities, as well as any others it may undertake,the CJAC and its staff will keep working toward improved coordination and increased cooperation among all of the criminal justice and related agencies in the city and county. ---.�;� Finally, the Mayor, as Chairman of the CJAC, wiil take an active, personal role in its work. He will use his position as Chief elected official in the aity and county for two major purposes: 1. To help mobilize the support of both the general public and � the relevant public agencies for the CJAC�s attempts to � identify problems and make improvement in the criminal justice system; and � 2. To insure that the interests of the general public and particular portions of it. specifically affected by cri.me problems, criminal justice problems, or any CJAC activities, ' are appropriately considered. The list of CJAC members atCached demonatrates • --� the breadth of impact of thia project, in thet all public agenciea • with major criminal justice responsibilities are'effectively represented, The city and count� comprehensive planning and coordinating capability represented by the CJAC should substantially reduce duplication; increase agencies ' cooperation and effectiveness; and assist in the long run in the reduction of crime in Saint Paul and Ramsey County. � � (C) TMPLEMENTATION: In all o£ its activities, the CJAC will work in close cooperation with the Minnesota SPA in the statewide planning process, so that the particular problems and needs of Saint Paul's and Ramsey County's cri.minal justice system are fully considered i.n the Minnesota State Plan. The Cotmnission will also work closely with a variety of other agencies and individuals during its first year, including but not limited to the following: - LEAA off ices and personnel in Washington, D. C. - LEAA Regional Off ice in Chicago, - The National League of Cities/U.S. . All consultants � will be carefully screened, including talking about them to the Minnesota SPA prior to their use. Aside from funding action programs, the most tangible output of the Commission will be its comprehensive plan and its annual report.
