THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That the proper City officers are hereby authorized and directed to pay out of the Tort Liability Fund 0035-421 to Mr. and Mrs. Lloyd Peltier the sum of Two Thousand One Hundred Seventy- Eight and 21/100 ($2� 178.21) in fu11 settlement of their claim against the City of Saint Pau1 for the loss sustained to their residence at 668 East Jessamine Avenue, Saint Paul, Minnesota, arising out of the City of Saint Paul�s Code Enforcement Program as set forth in letters attached to this Ordina.nce and filed in the Office of the City Clerk. Section 2. Paul , Minnesota Dear Mr. Mayor: When we purchased our home last month we were told that it was up to the City Code requirements and were given a copy o£ a Certificate signed by you on April 23, 1971 . Almost immediately we found things wrong with the Electric wiring, some of the plumbing was bad and the house was missing some handrails as well as a number of other things were wrong like steps , loose plaster and holes in the basement wall . We put all the money we had into the purchase price and thought we would not have to spend money repairing or fixing up the house . Because City Inspectors said the house was up to Code we think the City should pay for the repairs . I hope you can help us to fix our home without any cost to us . (Jim) Johnson,Proje t i or DATE: July 29 , 1971 SUBJECT: Management Meeting 8 : 30 a.m. Mayor's Office July 28 , 1971 Present at the meeting were Mayor McCarty, Commissioner Butler, Commissioner Sprafka, Jim Johnson and Dan Bostrom. The Mayor opened by reviewing progress of youths working to improve the area by Jenks Avenue and Bradley Street . Work to beautify this area is moving along in good fashion under �the direct3-on of Dan Bostrom. The interim report of July 22 , 1971 prepared by the Project Director was reviewecl. A. Public improvements remaining to be completed were noted as being well-in-hand in spit+� of the cement strike . B. The sta�Cus of inspections , reinspec�tions , the Loan and Grant Program and the completions to date were discussed in detail . It was noted that enforcement was not taking place even though a decision of the Management Committee was reached on March 8 , 1971 to move on certain categories of owners . After considerable discussion it was the decision of the Management Committee to move the Housing Code enforcement as provided by Chapter 54 . 18 of the Housing Code from the Commissioner of Public Safety to the Commissioner of Parks and Recrea`Cion and Public Buildings . Authority for this move is provided by the City Char�er. C . The Mayor then called �y telephone and discussed �Che move with Commissioner Tedesco . Sam Blue and Glen Erickson of the Building Department then joined the meeting. The implications of the move as they related to Census Trac�Cs 9 and 10 along with the citywide problems were discussed. Tagging of absentee landlords numbering some 163 in the reins,pection category would be the first step . A repott would be mac�e on the progress of this move to � the Management Committee prior to moving to the next category of homeowners living in multiple dwelling units within the area. Discussion of 1972 plans was laid over pending the Project Directors comprehensive report due September 30 , 1971 . The Project Director then reviewec� problems of the Lloyd Peltier family of 668 East Jessamine Avenue where the previous owner had been issued a completion cer�ificate although code work was not completed. Shortly after the issuance of the certificate the home was sold to the Peltier's who were under the assumption the house met the requirements of the City Codes . Enclosed are the bids acquired for the general repair necessary as well as the Plumbing. The Peltier' s needed the electric immediately as they had an electric stove and so ordered the work accom- plished. The total billing was for $718. 21.
