assistance to Ramsey County in the development of the County's
Park Open-Space and Recreational Program, and reimbursing the City

AGREEMENT � �'
THIS AGREEMENT� made and entered into this lst
day of September, 1971, by and betxeen the CITY OF SAINT
PAUL, a municipal corporation oP the State of Minnesota,
hereinafter rePerred to as "City" � and the COUNTY OF
RAMSEY, acting by and through its Board of County
Commissioners , hereinafter referred to as "Ramsey" �
acting under and pursuant to the provisions oP Minnesota
. Statutes Section 471.59 , aa amended;
WITNESSETH:
WHEREASo both �ity and Ramsey have the pover to
acqufre � develop and maintain property for park open
space and recreational. purposes and make surveys and
plans therePor� and �
WHEREAS , Ramsey, in exercising this power , desires
to contract for tbe services oP City, now, therePore ,
j, BY AGREEMENT OF THE PARTIES HERETO� acting by and
through their respective governing bodies , it is hereby
� mutually agreed by said parties as follows :
1. City, acting through its Superintendent of Parks
and its bureau oP Parks and Recreation, and with the
cooperation of oPPicials and employees of Ramsey. shall
formulate detailed plans for acquisition and development
oP land by Ramsey Por Ramsey's parks and open space programs .

2. In the process of the formulating oP such plans �
City Will assist Ramsey in meeting With the various
municipalities within Ramsey County ta coordfnate Ramsey's
plans with those of each municipality.
3. City may hire additional pe'rsonnel to perPorm
the planning and coordination contemplated by this Agreement ,
but shall limit the plaaning staPf to 5 people unless
Ramsey specifically authorizes additional positions and
Punding.
4. All such persons employed by City shall be deemed
employees of City and shall not be deemed employees_of�,�
Ramsey.
5• Upon receipt of registered bills submitted •
by City q,uarterlyo Ramsey shall reimburse City for its
plaaning expenses and for the employment of staff performing
work pursuant to this Agreement. The billing for such
expenses shall include a 5� charge to cover �administrative
and clerical expenses incurred by City.
6. City e.nd Ramsey expect that the salaries- oP City's
staff xill be approximately $50,000 annually� exclusive
� of hydrologic engineering, soils engineering or other
consultants ' services not available through� City. Ramsey
shall approve such additional expenses prior to City' s
incurring of them.
7. All plans developed by City during the period
of this Agreement shall become the property oP Ramsey.

8. This Agreement shall continue from the ePfective •
date bereof until terminated by either party by giving
at least 6 months ' written notice of termination to the
other party.
IN WITNESS WHEREOF, the parties hereto have executed
