1 WHEREAS, residents across the City of Saint Paul strongly believe in a thriving local economic environment;
2 and
WIIEREAS, Iocal government in Saint Paul is a democratic process of neighborhood involvement, wifh citizens
taking action across a wide spech�um of issues; and
WHEREAS, one of the issues on which citizens have taken action is the issue of billboards along streets,
highways and freeways in our distinctly urban community; and

WIIEREAS, as a result of a strong desire to protect the quality of our community and enhance our important
local economic centers, the City of Saint Paut has committed to the removal of billboards through attrition and
other legal means available to the city, such as restricting or prescribing the replacement of structural elements
and other renovations which extend the life of billboards or the imposing of certain standards; and
ll WHEREAS, the City of Saint Paul continues to haue a long-term goal of improving the appeazance, aesthetics,
12 and economic vitality of the city; and
13 WHEREAS, it is critical for local government to have the ability to respond to ciTizens and make posifive
14 changes for our neighborhoods and for the economic health of the City; now therefore be it
15 RESOLVED, that the City of Saint Paul is opposed to any legislative changes that would restrict a city's right to
16 restrict or proscribe the replacement of structural elements and renovation of billboards or a city's right to define
17 and enforce the standards for replacement of structural elements and renovations in city zoning codes.
