Dear Sir:
This is written in response to the application of the C, G. Rein Company, for
a permit to install a 367-car parking lot in conjunction with a 216 unit apart-
ment development on property located on the south side of Wynne between Pascal
and Albert and further described by the legal description on file.
This matter was heard by the Board of Zoning at their October 7, 1971 public
hearing at which time the staff said it understood that portions of Brewster
and Albert Streets may still be platted on the subject property but are in the
process of being vacated.
A representative of the Architect's Office stated that the street vacations
had already been taken care of and replacement dedications are pending.
The Board heard a motion to recommend approval subject to final approval of the
dedicated streets by the City Council. The motion was seconded and carried by
a 5 to 0 vote. '

A. 1{TSTORY: A 300-car parking lot permit in conjunction witti 25 1?-uniC aparcment
builcliu�;s was granted by the City Gouncil on December 21, 19G3. 'I'he area included
the pro��erty to the east now developed with tour 36-unit buildings.
B. AREA ZONING: To the north the area is zoned "B" and "C" Residence; to the east
the zoning is "A" Residence. The area south and west is zoned Light and Heavy
Industry.
C. DESIGN STANDARDS: The plan meets design standards providing access from Jessamine
Avenue to two parking areas and one access from Pascal Street. A drive will
connect with an existing driveway to the east providing access to Hamline. The
plan provides for 367 parking spaces for a 216-unit development at a 1.7 to 1
ratio.
D. FRONTAGE AND AREA: The subject property has a frontage of 790 feet along
.Tc�ssamine Avenue and extending 570 feet tn Wynne Street resultin�; in an ar��a of
approximately 450,000 aquere feet. The builcling area is 7?,91?_ square feet and
ttie groutid covera�;e is 16.2%.
E. TRAFFIC ENGINEER: The Traffic Engineer has reviewed the plan and reco�ends
approval.
F. SITE CONDITIONS: The site is vacant and level and approximately 15 feet below
the grade of Wynne.
G. AREA CONDITIONS: North are single-family residences; east a four building apart-
ment development, south is the N. P. Railroad and shops; west is the storage
area for a bus company.
