WHERFns, Mayar Randy Kelly's Capital City Education Initiative places a high priority on all children in
Saint Paul reading at �rade level by grade 3; and
W�REas, the education initiative also places a high priority on working closely with higher education
institutions to meet pressing city needs; and
W�REws, The St. Paul Companies, Inc. Foundation attempts through its charitable giving to assist
education efforts; and
W�REas, The St. Paul Companies, Inc. Foundation has agreed to donate $80,000 in support of Mayor
Kelly's reading and higher education initiatives to fund essential planning and infrastruchxre efforts; and;
WI�REAS, the Mayor, pursuant to Section 10.07.1 of the City Charter, does certify there is $80,000
available for appropriation in excess of those estimated in the 2003 Budget; and
WI�REAS, the Mayor recommends the following changes to the 2003 budget:
