Dear S ir:
This is written in response to the application of First Grand Avenue
State Bank for a permit to install an additional drive-in banking facility
on property located on the north side of Grand Avenue between South Lex-
ington Parkway and South Oxford Street and further described as Lots 19-22,
and WZ of Lot 23, Block 39, Summit Park Addition.
This matter was heard at the October 7, 1971, Board of Zoning public hear-
ing, at which time the staff report on file was read.
A representative of the bank's architect explained that the bank replaced
the manned remote telleir with three pneumatic tube tellers but did not
change the traffic pattern.
The attorney for the bank said the expansion probably has not brought new
customers to the bank. He said they are willing to put directional signals
or a stop sign at the end of the exit lanes. He said they would agree to
have a private contractor plow the alley, to encourage traffic to use the
parking lot for access to Grand Avenue, to petition the city to limit alley
speed to five miles per hour, and to put up "Danger Children" signs there.
The Vice-President of the bank said that the bank did plow the alley but the
neighbors objected because it blocked their driveways, so they abandoned the
practice.
A number of area residents spoke in opposition. The3� acknowledged that the
bank may need this expansion and that it is an asset to the community but
they pointed out that, by generating much traffic in the alley, the bank
is responsible for wear of the alley and, therefore, should be responsible for
its maintenance. Concern was also expressed for the safety of children. A
petition was presented which expressed the concern of surrounding property
owners.
In considering the application, the Board noted that wheelstops, formerly
existing along the alley, are no longer in place. Various methods of
regulating traffic there were discussed. One member thought it would be

feasible to hire a policeman. One member thought there could be no real
solution since the bank has outgrown its location.
Subsequently, the Board heard a motion to recommend denial of the permit
since it appears the bank has lost the confidence of the neighbors and has
become a detriment to the health, safety and welfare of the community. The
motion was seconded and passed by a vote of 4 to 0.

A, HISTORY: A fillin�; station oocupied part of the site for many yeara. The 1��_�nk
was �;ranted a permit for a drive-in teller and parking lot on May ?2, 1965. A
6-cAr perking permit w�s granted on Auguat 1, 1966 when the bank acyuired a�lditionel
property.
B. AREA ZONING: The frontage along Grand Avenue is zoned Cotrnnercial and the area
to the north along Su�nit Avenue is zoned "A" Residence.
C. DESIGN STANDARDS: There are no specific standards for this type of facility.
The addition of remote tellers has provided for a better approach alignment and
recotrnnended driveway widths.
D. FRONTAGE AND AREA: The property has a frontage of 180 feet along Grand Avenue
with a depth of 150 feet resulting in an area of 27,000 square feet.
E, TRAFFIC ENGINEER'S REPORT: The Traffic Engineer noted that wheel stops whic}i
appeared on a previous plan had not been inetalled, He also suggested that the
existing parking lot be utilized for access to Grand Avenue.
F, SITE CONllITIONS: Except as noted by the Traffic Engineer, the site is developed
accordin� to the plan submitted by the applicant for this permit.
G. AREA CONDITIONS: Grand Avenue frontage is developed commercially. The rest of
the area is develoned with sinQle-familv homes.
