WHEREAS, residential permit parking was previously instituted on behalf of the residents
living in the William Mitchell Law Schoo�'area in accordance with Chapter 166 of the Saint
Paul Legislative Code; and
WHEREAS, the Council of the City of Saint Paul previously found that the aforemenrioned
residential area did not have sufficient off-street parking to accommodate the residential
parking of the residents as well as the parking needs of non-residents who use non-residential
spaces in the area which lack suffiecient off-street parking; and
WHEREAS, the Council now futher finds that frequent parking of vehicles in this residential
area by non-residential users of on-residential uses which lack sufficient off-street parking
has caused residential problems of a safety, environmental and aesthetic nature as well as
having placed upon the area residents of an unreasonable burden of gaining access to their
homes; and
WFIEREAS, in arder to protect the quality of life of area residents by reducing the negative
facets created by intensive non-residential parking and for the purposes of preserving the
character of this residential district as well as protecting area residents from unreasonable
actions in getting access to their residences, the Council of the City of Saint Paul hereby
RESOLVES, new parking regularion shall be imposed in the residential area near the William
Mitchell Law School:
1. Replace No Parking, 2PM to 8PM, Monday through Friday, Except by Pernut Area 3 with
No Parking, 8AM-8PM, Monday through Friday, Except by Pernut, Area 3 in the following
blocks:
North side of Portland Avenue from Victoria Street to Milton Street.
2. Replace One Hour Parking, 2PM-8:30PM, Monday through Friday, Except by Pernlit
Area 3 with No Parking, 8AM-8PM, Monday through Friday, Except by Permit, Area 3 in the
following blocks:

Both sides of Portland Avenue from Milton Street to Chatsworth Street.
West side of Milton Street from Portland Avenue to the alley south.

William Mitchell Law School has expanded. Residents have experienced more students and less enforcement. Old Permit
Parking regulations (One Hour) requires 2 trips by Police which is difficult and inefficient for Police. Owners submitted
petition signed by 27 of 36 (74°/,, 60% required).
