WHEREAS, he City of Saint Paul issued two Neighborhood Sales Tax Revitalization Program (STAR)
loans to Frogtown Action Alliance; and
WHEREAS, the balance of Loan Number 77236 is $99,000.00 and the balance of Loan Number
77198 is $99,322.53; and
WHEREAS, Frogtown Action Alliance has declared Chapter 7 Bankruptcy, and after pursuing all
remedies availabie, the account officer has determined that no collateral exists to support the loans; and
WHEREAS, the Department of Planning & Economic Development Credit Committee has approved
and recommended a charge off of these loans at their meeting January 7, 2002; now, therefore be it
RESOLVED, that upon the recommendation of the Mayor, the Council of the City of Saint Paui, does
hereby approve the charge off of STAR Loan #77236 and�77198 totaling $198,322.53.

Please be advised that when Ciry Counal passed C.F.03-11 adjusting the STAR Loan Portfolio regarding the bankruptcy of the Frogtown Action
Alliance, they amended the resolution to direct that Mr. Shem Shakir's name be added to the Ciry's Adverse Lending List. The intent of the
amendment, as proposed by Council member Blakey, was to prevent Mr. Shakir from obtaining any public money from any sourte wntrolled by either
the Gty or the H.R.A.
Martha, please confirm back to the Council, when the Adverse Lending List has been updated. Thanks, gb
