Jan. 26th. 19 71 relatine to reconstructing the sidewalk on both gides
of Lexington Parkway from Montzeal Ave, to Otto Ave. and by doing all other work
which is necessary and incidental to complete said improvement.
and having investigated the �natters and things referred to thereia, hereby reports:
1. The estimated cost thereof is $4.40 per lin. ft. for standard eide�alk
5 ft. wide and $5.30 per lin. ft. fvr standard sidewalk 6 ft. wide. �

on April 2, 1971 on the advisability of proceeding with Preliminary Order
252123, which proposee to reconstruct the sidevralk on both sides of Le:sir�ton

On March 17, 1971 I wrote to the Department of Finance stating that in 1964
when Lexington Farkway was resurfaced the honeowners had an option to put
in new or reconstruct sidewalks� driveway�e, etc�, In fact I wrote to
Mr. C, I,# Thompsoa of the St. Pau1 Department of Public �lorks on September 4,
1964 authori.=ing s driveway and sidewalk.
I�Iy point is thie,...had the work been done at that t ime, �8 I had requested
and auth�riaed the cost wou�d have been $2,j0 per foot for a f ive foot sidevralk
and $3„00 per foot for a six foot sidewalk. Now the estirs�ted cost is $4�40
for a f ive foot sidewalk and $5.30 for a sfx foot sidewalk.....Almost danble.
�'�r, Paul F, Desch, Supervisor of Assessments replied on March 24, 19?1 stating
that he was aot aware that the City considered constructing sidewalks on the
weat side of Leaington Perkti+ay at the time of the resurfacing conetructionti
but this will be veri.f ied by �tr. Thompa6n.
I am enclosing a copy of a letter from the Department of Financek City of St..
Pau1, dated June 12. 1964. Please refer to the underlined paragraph " Iaprove

reconstructed sidewalks� driveways, curbing, etc to write to the Depart^�ent

Design Enginser, St. Paul Department of �ublfc Worka, elated September 4� 1964
authorizing a 10 foot Driveway and s 5 foot sidewalk if permissible, if not
than to conform with eaisting eidewalks a 6 foot sidewalk. The drfveway vras
inatalled, but never the sidewalk„
In fact, several other propprty or+tters that I l�ow of authorized a sidenalk,
but none was constructed, Iiowever, in each ca$e a driveway waa new or

If the charge is made on the basis of the 1964 quotation�....I have no
oposition, Had it been done that is what I would have paid, �nthorization

ATow years later the Depa�tment of Public works deem it neceesary to construct
such sid�walks. I realize costs have risen and your current quotations are
perhaps correct. Nevertheless,, I content that had the work been done previously
I would not be faced with a reconstruction cost of a sidewalk.

particular benefit ta the abutting property, auch as tree removal, poured
concrete removal, driveways and additional width of walka, based on the
annual sidewalk contrac[ prices on file in the Department of Public Works.

are invited to meet with the technical advisors in the Council Chambers
at 9:30 to 10:00 a.m. the same day as the hearing. You may also telephone

The City Council has passed the Final Order and the Department of Public tiorks
has prepured plans for the resurfacing of LEXINGTO�i IARKL7AY from 4J. Seventh Street
to St. Clair Avenue. This letter is addressed to you as the record ownet of the
property described above for the purpose of informing you of the City's policy in
re�ard to underground utilities and driveways.
GAS CONNECTIONS:
Any desired changes or new gas service connections muat be di8cussed with the
Ivorthern States Yower Company. The �ity does not handle gas services.
SEWER SERVICE CONNECTIONS: �
I recommend that you now install a new sewer service connection where future
(within five years) rec,uirements or suepected need for repairs would necessitate
cutting the new pavement - it being cheaper to do the work before the street is im-
proved. At your request a new service may be inatelled under the reaurfacin� con-
tracC and assessed against your property. This aervice Connection would extend frem
the street aewer to the property line only. The estimated cost of a sewer service
connection ie $640.00.

by the St. Paul Weter Depertment.

Avenue t� atto Avenue. The c�rstruction of the six foot walk ed�acenk to the .curb
in this area will necessitate a revision of the driveway entrsnCe. The exisCing
driveway will be cut ar. a convenient point and reconstructed to fit the new walk. .
JUNO TO ST, CLAJR: This portion will be widened two feet on each side. The
existing dcivewa;s will be cut at a convenient point and reconst'ructed to fiC the
new grade.
NE�] DR IVL'•J4YS:
All new driveways must be constructed to a minimum width of 10 feet measured
at the prop�rty l;ne. Wider driveT���ys� up to 22 feet wide, may be constructed as
�. requeste� b;• the property own�r and approved by the City. Owners requesting drive-
wsys wider than 22 feet will need special combined epproval of the City Council,
Flanning Board, and Traific Bureau.
BASTS OF ASSESSMF.NT:
The cost of driveway entrances will be assessed against the properties served
a�t the rate of $6.00 (for residential - 6 inches thick) and $7.00 (for commercial -
7 inches thick) pe�c square yard of drivew�y surface. Surface erea will be deter-
mined by multiplying the driveway width at the back edge of drive by the distance
from the new gutter line to the back edge of driveway constructed.
In e case where the e:cisting driveway wes installed under a permit iseued by
the Department of Public Works, or installed as a part of a previous contract, there
will be no assessment for its repl�ce:nent unlesa the exiating driveway is in poor
condition or a widened driveway entrunce is requesCed by the property owner. The
widened portion only will then be essessed.
REPI�Y TO THE CIrY:
This o£fice must be notified of your intentions within ten (10) days efter the
date of this letter so that your proposed facilities may be included in the contract ,
for this project. ',

Montreal to Otto Avenue, said hearing to be held an April, 2, 1971.
In his letter he in£ers that he r�quest�d wallcs at Che time the widen-
ing and resurfacing was campleted in 1964 or 1955. I am not awar�
that the owners were given the option on sidewalks st that time.

Public Wbrks point of view r�g�rding the �idewalk option (?) at the

copy to Mr. Claud� Thompson, of the Department o£ Public Works,
far investigation and reply to you.
I am not aware Chat the CiCy considered conatructing sidswalke on
the west side of Lexingtan et the time of the resurfecing conatruc-
tion, but �hie will be verified by Mr. Thc�►pson.
If you are not satis£ied af�er rec�iving a reply from the Publie
Works Department, I would suggest that you appear at the public
hearing on April 2, 1971, and make your viaws known to the City
Council. In the event that you are unable to appear, pl,ease warite
to the City Clerk, Room 38b, Court Hause, requ�sting him to present
your letter to and include it in the minutes of the council mseting.
