Arthur Walter, Donald M. Windish, Rudolph Low, John Holman, Fred Haider The .ninutes of the meeting of February 10 , 1971 were approved as mailed. A review was conducted of Mr. 4�lozniak 's rough draft requesting that the Council publicize that a Certificate of Occupancy is required for structures containing three or more dwelling units and that free inspection service, by the Bureau of Health, is available to prospective purchasers of a home or duplex. 1Q3-70-H 112 West Blair Daniel Lewandowski PRIOR HEARING: Meeting No. 44 , January 13, 1971. SUBJECT: Letter dated November 27, 1970 from the Bureau of Health to Dan Lewandowski, 116 Blair indicating that of the necessary improvements itemized in a letter dated March 8, 1968, some are still required to bring the property into compliance. � APPEARANCES : Daniel Lewandowski � Mr. & AZrs . Arthur �^Talter. PROCEEDINGS : Mr. Wozniak read a letter dated February l, 1971 indicating that, for practical purposes , there is no plumbing i=n the h�use, that the cesspool functions inadeguately and that a sewer is available in the street. . . . Mr. Lewandowski EXHIBIT "A" ' _ 1 _ .. 3/10/71 Meeting No. 47 received a verbal estimate from Allied Supp7_y Co of $12 - 1400 to install the nec�ssary plumbing. . . . The sewer is shallower than normal. Mr. Erickson said the sewer is approximately 6 ' below the first floor elevation. Mr. Staffenson said the sewage line from the house to the septic tank should be lowered to permit year-round use . ACTION: Moved by Wozniak to grant an extension of time until July l, 1971 during which Mr. Lewandowski ensure the proper operation of the cesspool on a year-round basis and that he also install a hot-water heater, toile�: and sink. Further moved that all other items in the letter of March 8, 1968 be waived until such time as the property be sold or any other right , title or interest be transferred at which time said waiver be nullified. - Seconded by Sommerdorf. Grigsby PRI�R HEARING : Meeting No. 44 , January 13 , 1971. SUBJECT: Letter dated August 19 , 1970 from Frank A. Staffenson, Bureau of Health , to Mrs . Elizabeth Griqsby, 29 East Demont, in- dicating that certain of the Housing Code deficiencies itemized in a letter dated June 22 , 1970 had not yet been corrected. APPEARANCES : None. PROCEEDINGS : Mr. Erickson reported that no request or application for a variance from the Zoning Code had been filed as of this date. ACTION: Moved by Grove to dismiss the appeal. Windish PRIOR HEARING: Meeting No. 46 , Feburary 10 , 1971. _ 2 _ 3/10/71 Meeting No. 47 SUBJECT: Bureau of Health inspection report dated November 18, 1970 . APPEARANCES : Donald M. Windish. PROCEEDINGS : Mr. 5treich reviewed the inspection report dat�d February 17 , 1971. Mr. Windish stated that he was unable to ob- tain estimates of cost to correct the plumbing and electrical violations . He felt he could accomplish the required work in 6 months . ACTION: Moved by Voigt to grant a .six month extension of time to allow Mr. Windish to correct the remaining code deficiencies . Seconded by Kamin. THE VOTE : Ayes : Wozniak , Grove, Kamin, Sommerdorf, Tieso, Voigt. Nayes : none . Abstentions : none. Motion carried six (6) to zero (0) . 8-71-H 715 Hague John A. Johnson SUBJECT : Housing Code survey dated December 30 , 1970 setting forth specific Housing Code violations on the property at 715 Hague. APPEARANCES : None. PROCEEDINGS : Mr. Anderson reported that he had received a call from Mr. Johnson who informed him that he was going to withdraw his appeal . ACTION: Moved by Wozniak to dismiss the appeal. Seconded by Grove. THE VOTE: Ayes : Wozniak, Grove , Kamin, Sommerdorf, Tieso, Voigt. Nayes : none. Abstentions : none. Motion carried six (6) to zero (0) . 9-71-B 756 Vanda7_ia Central Warehouse Co. by John C. Holman 'SUBJECT : Letter dated March 9 , 1971 from Glenn A. Erickson, Assistant City Architect, to Thomas Anderson explaining that � - 3 - , 3/10/71 Meeting No. 47 Central Warehouse Co. is requesting a variance of Section 4 .06 of the St. Paul Legislative Code to permit construction of a warehouse building of 89 ,000 square feet. APPEARANCES : John Holman, Rudolph Low. PROCEEDINGS : Mr. Erickson explained what the Midway fire limit means . Mr. Low said they are requesting relief of area restrictions which do not apply in this case. There are open streets on either side. There are no buildings within 60 ' of the proposed construc- tion. The area limits should not apply because the location is not congested. Central Warehouse Co. has public and leased ware- housing operations with numerous buildings being used. They have been in the present location since 1902 . To comply with � code , it would be necessary to add three firewalls to scale down the area of the building. Twelve foot runways would be needed for the forklifts . In effect, l�% of the usable area of this building would be eliminated. . . . They propose to make the building non-combustible and sprinklered. . . . Insurance companies allow construction of building of this type but do re- quire pumps tied into the sprinkler system, larger piping for water, draft curtains , and hatches to allow smoke out of the fire � areas . ACTION: Moved by Tieso to grant the variance of Sections 4. 06 and 4 .02 . 2 of the St. Paul Legislative Code to permit construction of the 90 ,000 square foot warehouse building as proposed and as requested. Seconded by Grove. . THE VOTE: Ayes : Wozniak, Grove, Kamin, Sommerdorf, Tieso, Voigt. Nayes : none. Abstentions : none. Ames , City Architect, to Frieda Brueggeman, 1244 bZatilda, setting � forth code items not in accord with the St. Paul Building Code and which must be corrected before a Certificate of Occupancy may be issued. �APPEARANCES : Fred M. Haider. - 4 - � 3/1Q/7I Meeting Na. 47 PROCE�DINGS : DZr. Haider said the building was bought by his father- in-law, Dietrich J. Brueggeman. Dietrich 's �vife , Frieda, became owner upon his demise. Mr. Haider now manages the property f_or her. His son lives there and is the caretaker there . There are four apartments on the first floor sharing one bathroom, four on . the second floor sharing one bathroom and two on the third floor sharing one bathroom. There are presently 12 people living in the building. Rents range from $50-65 per apartment. . . . Mr. Erickson said installation of a relief valve , enclosure of the boiler room and providing adequate egress should be taken care of immediately for safety reasons . ACTION: Moved by Grove to permit four apartments to share one bathroom on the first floor, four apartments to share one bath- room on the second floor, and two apartments to share one bath- . room on the third floor on condition that no more than 15 people be permitted to occupy the building and that upon the sale or transfer of ownership or of any right, title or interest, said waiver be nullified.
