WHEREAS, Public Law 91-518, known as the Rail Passenger
Service Act of 1970, provides for the financial assistance
and establishment of a national rail passenger system, to
modernize railroad passenger equipment and prescribe minimum
standards for railroad passenger service ; a,nd
Wl�REAS, Pursuant to said Act there has been fozmed a
corporation to carry out the terms and provisions thereunder,
known as the National Railroad Passenger Corporation; and
WHEREAS, Said corp oration has the powe r and discretion
to determine and designate rail passenger service and regu-
late routes and servic e under- the terms of said Act; and
WHEREAS, said corporation has made the determination
to abandon service stops at the St. Paul Union Depot; and
WI�REAS� the Council finds and determines that rail
passenger service at said depot is necessary and beneficial
to the Gity of Saint Paul,
Now, Therefore , be it

Thank you for our communication opposing the National Railroad
Passenger Corporation Plan which proposes to deprive St. Paul
of direct passenger rail service.
I think this is one of many outrageous decisions made by the
corporation in the guise of preserving the passenger trains.
I am taking the liberty of referring your communication to the
House Committee on Interstate and Foreign Commerce since its
Chairman has announced that hearings will soon be held to examine
the Rail Plan.
It was good of you to write me of your serious concern. Your "

cation of March 26, 1971, forwarding a copy of a resolution of the
St. Paul City Council expressing opposition to the decision to not
use the St. Paul Union Depot on the Chicago - Seattle passenger
service.
The Board of Incorporators of the National Railroad
Passenger Corporation has noted the position taken by the city council.
We are considering the possibility of buildinq a new station midway
between St. Paul and Minneapolis to serve both cities. In the
meantime, the high operating costs of operating the St. Paul Union
Depot and the close proximity of St. Paul to Minneapolis (ten miles)
led to our decision not to stop in St. Paul until the prospects for a
new station could be explored in detail.
We appreciate your city's interest in the difficult decisions
we face. Please let me know if I can be of further assistance.

Thank you for your recent expression of concern over
the limited effect of Railpax or Amtrak as it has been most
recently named .
I contacted Secretary of Transportation Volpe , Interstate
Commerce Commission Chairman Stafford , and Amtrak Chairman
Kendall on several occasions to express my interest in the
development of this network. I was surprised and disappointed
over the limited number of routes and the few stops that were
provided and the fact that many areas will have no rail
passenger service .
I have recently contacted Mr . David Kendall , Chairman
of the National Railroad Passenger Corporation , regarding
the decision not to provide a stop at St . Paul . I have
pointed out to Mr. Kendall the importance of such a stop and
I have asked him to reconsider this matter . I will continue
to do whatever I can to see that St . Paul is provided with
adequate service .
In order to provide you with additional information as
to what my thoughts are on Amtrak I am enclosing a copy of
the most recent statement that I have made in the Senate on
this most important subject .
I am disappointed in the limited effect of Amtrak , but
I will continue to work in an effort to expand , improve and
upgrade rail passenger services .
