Preliminary Order 252091 approved 1/22/71
proposing to reconstruct the sidewalk on
both sides of North Cleveland Avenue
at St. Anthony Avenue (approximately 160 ft).
Dear Mrs. Butler:
Lots 17, 18 and 19 - Welshon Place - located at the southeast
corner of North Cleveland Avenue and St. Anthony Avenue are
owned by me. The commercial building on the area has been
razed and the three lots are for sale.
It is possible that the land will be used for a commercial purpose
and we feel the construction of a sidewalk on the east side of
North Cleveland Avenue would be a waste of time and an unnecessary
expense to us.
If new sidewalk adjacent to the lots were constructed and subsequently
damaged in construction work on the land, it would certainly be the
City of 5t. Paul's responsibility to repair the sidewalk thus creating
additional expense.
Mr. J. William Donovan, Valuation Engineer, has been advised
by a telephone conversation with me of our objection to this project.

To the Com�issioner of Finance of the City of Sto Paul:
The Coaunissioner of Public Works, having had under consideration the preliminary
order of the Council known as Council File No. 252091 approved
Jan. 22nd. 1971 relative to reconstructing the sidewalk on both sides
of No, Cleveland Ave. from St.. Anthony Ave. to the south approximately 160 ft.
and by doint� all other work which is necessary and incidental to complete said
improve�nt,
and having investigated the matters and things referred to thereia, hereby reports:
1. The estimated cost thereof is $4.40 per line ft. for standard sidewalk
S ft. wide and $5.30 per lin. ft. for atandard sidewalk b ft. wide.
2. A plan, profile or sketch of said improve�nt is hereto attached and
made a part thereof.
3. Initiated by the Co�missioner of Public Works X
