1 WHEREAS, the Saint Paul Police Department's Volunteer Services and Community Services Units are
2 seeking endorsement to sponsor a banquet at the Radisson Inn, St. Paul, on Saturday, February 15,
3 1997 for the DepartmenYs volunteer groups. These volunteers provided thousands of hours of free

WHEREAS, the purpose of this banquet is to recognize the services that these groups provide to the
City of Saint Paul and the police department. Public events in the City such as the Winter Carnival,
Taste of Minnesota, Grand Ol' Days, etc. would not be possible without the support and services of
these volunteers. They are also responsible for providing security and traffic control at all of the
festivals, local parades and similar events throughout the city, and
WHEREAS, the only recognition these volunteers receive is via the awards banquet and it is important
to the morale of these groups that time is taken to recognize their contributions. Awards and plaques
are presented at the banquet to those volunteers who contribute the most, which is an incentive to the
rest. Moneys needed for this banquet would provide for the room rental, decorations, and meals, and
NOW, BE IT ORDERED, the proper City Officials are hereby authorized to pay for costs associated
with the above mentioned banquet, not to exceed $6,000.00 from account code 001-04000-0299-40070
and 001-04000-0299-40071.

Every year, the Volunteer Services Unit and the Co�unity Services Unit sponsor a banquet
for the Department's volunteer groups. These volunteers grovided over 40,000 hours of
free labor in 1996 and this is the only form of recognition that they receive. The cost
of the hanquet will be approximateLy $6,OOQ.00. It wi11 he held on Saturday,
February 15, 1997, at the Radisson Inn Saint Paul. This amount will cover all meal
eicpense s .
ANTAGES IF APPROVED:
This is the only vehicle we have to recogni2e the tremendous service that these groups
provide to the Gity and the Police Department. Every public event in the City such as the

Without the support of this function, the volunteers will undoubtedly begin to feel
that they are not appreciated. The likely result would be significant attrition in
membership. With the increase of activities in Saint Paul, such an attrition would
