Romanstein, President/CEO Stanley E. Romanstein, Minnesota Humanities Commission, has applied for a Dance or Rental Hall License. This license is Class N, and neighbors were notified. I received one letter of objection from Calvin and Jeanne Klawitter of 954 Ivy Avenue East. Their concerns are twofold: 1) they contend that their neighborhood is very quiet and does not need a dance halllicense, 2) the Minnesota Humanities Commission's traffic already spills over into the street, and they wonder what would happen if there were dances held there. The Klawitters did not want to attend a legislative heazing. License, Inspections, and Environmental Protection (LIEP) recommends approval of the license based on the conditions of the Conditional Use Permit which are as follows: 1) The parking demand for use of the facility for receptions for private parties must not exceed the current available off-street parking, 2) The use of the facility for receptions far private parties must take place within the facility building; and 3) No more than 12 such receptions may be held within one calendar yeaz. LIEP also recommends the following condition, which has been signed by the applicant: Notify LIEP of any changes in Boazd of Directors, Officers, and Managers. I believe the above conditions address the parking concerns expressed by the Klawitters. As for the Klawitters' concern that the dance hall may effect their quiet neighborhood, that concern must be balanced against the right of the applicant to operate this business. Also, I have no information beyond the Klawitters' letter that the neighborhood would be adversely effected.
