COMMISSIONE
WHEREAS, an explosion on the 20th day of February, 1971 has created
a hazardous cond.ition at 1774 Beech Street in this city; and
WHEREAS, an inspection by the City Architect has determined that the
remaining structure is beyond repair and in danger of immediate collapse and,
could possibly d.amage adjacent property; and
WHEREAS, the Bureau of Public Buildings has attempted to contact
the alleged owners of the premises without success; therefore, be it
RFSOLVED, that the City Council authorize the immediate removal
of said remaining structures, plus clearing the site and filling the basement,
by A. Kamish Company, who have agreed to perform said services on this d.ate
at a cost of Nine Hund.red. Fifty Dollars ($950. 00).

Gentlemen: Re: 1774 Beech St.
A one and one-half story frame single family dwelling at the above
address suffered irreparable damage d.ue to a gas explosion on Saturday,
February 20, 1971, at 4:00 a,m. Attempts have been made to contact the
alleged owner, Mrs. Jane Tietz, at the home of her father in Minneapolis,
but were unsuccessful to date. The legal description of the property is Lot 2,
Block 3, G. V. Bacon's Addition.
The foundation of concrete blocks has been damaged to an extent that
it would not safely support a structure such as a dwelling. All of the exterior
frame walls above grade have been damaged. They are either off the foundation
completely or bulged out with broken structural supports. All windows and
doors, including most frames, have been blown completely out.
More than half of the frame roof was blown up and landed on surrounding
yard area. Fire has gutted most of the interior, including the first floor 2x8
joist.s, which are sagging due to fire and the force of explosion. The second
floor 2x8 joists are also damaged.. The interior stairwells, both to the
basement and second floor, have been entirely burned out. The interior w�.11s of
the dwelling were finished with rock lath and wet plaster.
It is impossible to det�rmine whether any valuable contents remain, as
it is too dangerous to enter the remaining structure. Most of the furniture
and small articles have been blown out into the yard. From peering through
the window openings, any remaining furniture or household articles have been
severely burned.
The dwelling, size 30'x24' and approximately 20' in height, had two
bedrooms, a kitchen and living room plus bath on first floor and expansion
space in the attic. The outside walls were covered with wood cedar shake
shingles.

The building should be razed immediately as the remaining structure
is ready to collapse. I believe the electric power lines at the rear of the
dwelling are holding a portion of the roof from sliding off.
There is no apparent exterior damage to the neighboring dwellings.
Windows, etc, are intact.
A 12x20' frame garage the the rear of the property shows no signs of
damage. Enclosed are pictures taken on February 22, 1971.
I would estimate the cost of wrecking the remaining structure, clearing
the site and filling the basement to cost $950. A. Kamish Wreckers were
contacted this morning and have agreed to remove the structure immediately
at the estimated cost if so authorized by the City Council.
Several kitchen appliances could possibly be salvaged, such as a
refrigerator, stove and toaster.
