McCarty Mayor of the City of Saint Paul The Honorable Members of the Saint Paul City Council and Board of County Commissioners 347 Court House Saint Paul, Minnesota - 55102 Dear Mayor McCarty: The Ramsey County Welfare Board requested of the Welfare Budget Advisory Com- mittee that the deficit of $880,160 incurred in 1970 but paid from the 1971 appropriation be replaced by an advance of one-half in January and the other half in February 1971, and this advance to be in addition to the $1,620,840, which is 1/12th of the net appropriation. This 1/12th appropriation is cus- tomarily advanced to the Welfare Board each month to meet its expenditures. The Welfare Budget Advisory Committee, in its meeting of January 25, 1971, considered the Board's request and agreed to advance the deficit monies. The Welfare Budget Advisory Committee agreed to recommend to the City Council and the County Board that the deficit be advanced to the County Welfare Board in half payments in January and February and made provision that after the first three months of 1971 when the expenditure pattern is known and after anti- cipated economies are effected that the Welfare Board should be advanced their monthly appropriation less 1/9th of the advance each month. There is incl.uded with this letter the s�a�us of the appropriation for the year ending 1_970, anci th:is statement reconciles the deFicit of $880,160 aoainst �.he an-�icipa�ed deficit of $690,000. We shall be prepared to explain this report in detail. The Wel.fare Board, in its meeting on Dece►rluer 22 , 1970, direct-ed �he Secretary to inform the Ci.ty Council and the Coun�y Board th�.t its 1971 appropriation was depleted by the unfunded 1970 deficit, and it will be dii'f=icult f-or i.t to mee-t� its obli�ations in the year 1.971 without the full aPpr.opriation. ' The Board rec�i�sts fihat one-half of fihe 1970 def�.cit, or $4�I0,000, be advanced to it in adclition to the $1,620,840 �ehich is one-twelfth of the net budget, or a total. of $2,060,840. The Board requests , in addition, that the same advaizce be made in February. The Bvard has limited cash resources , and the meetzng oF the deficit without the matchino funds has seriously deple-ted its cash reserve. The members of the Finance Conu�littee have met to consider ways to reduee anticipated expenditures. They have considered methods of lirnitino supplementary grants in the categorical assistance programs and a more conserv�tive use of the medical identii'ication card to li.mit Medica]_ 1lssistancc costs. .
