The attached resolution does not direct any purchase
of property by the City, but merely refers to an earlier
resolution that did so. I enclose a copy of the prior reso-
lution adopted on November 10, 1970. At that time, we did
not proceed by the ordinance method.
Al1 that we purport to do now is to direct the Comptroller
to make payment for the purchase out of a particular fund. If
the Council wishes to go ahead by that means, it should adopt
the resolution submitted. It it does not wish to go ahead and
wishes to ratify the prior purchase, you may let me know and I
shall try to solve the problem.
