The City of St. Paul desires to engage IBM to supply personnel to assist in the planning, development, and imple- mentation of this network. Therefore, IBM will furnish to the City af St. Paul qualified professional Systems Engineers to work with the City of St. Paul Palice Department personnel providing systems design, programming, documentation, and implementation of an extract of the Kansas City, Missouri ALERT Information System on data processing equipment to be furnished by the City. A Project Coordinator shall be appointed by the City of St. Paul to whom all communications regarding this Agreement shall be addressed. The responsibility of the Project Coordinator will be to obtairi appropriate programs to form the base of the police information system. The IBM Systems Engineering personnel working with designated City personnel will analyze and adapt these programs to best fit the needs of the Project Coordinator. It is the plan of the Project Coordinator to implement the necessary programs to enter and recover information relating to: - intelligence information, - vehicle information, - warrant information, - name and address information, - fire arm information, - cross reference capability, and - additional applications as directed by the Project Coordinator. . It is the desire of the Project Coordinator to complete this work by October 31 , 1971 . The Project Coordin�tor will provide to IB�9 direction, schedules an� related information to the project. A detailed description of the tasks to be performed by IBM include : IBM Responsibility and Tasks : 1 . Assist Project Coordinator in preparing a project plan for the design and implementation of this pol;ce system. Authenticate data base definition received from Kansas City Police Department. 3. Revievr FASTER System enhancements made at Kansas City. Report on a� problems which will preclude use of it or TPD's developed by Kansas City. (Also review standard IBM software for user modification. ) Select that version of FASTER software that will meet best the needs of all users of the computer selected by the City. 4. Define CPU associated software necessary at the Welfare Department to interface the new environment in harmony with current activity. 5. Assist with and define efforts to interface additional data files not inherent at Kansas City. 6. Review as directed other law enforcement and judicial systems for possible adaptation. 7. Render bi-weekly, or as otherwise directed by the Project Coordinator, status reports on the performance of tasks assigned to IBM personnel . 8. Assist the Project Coordinator in project management and in manpower allocation by the use of critical path techniques. 9. General assistance as directed by Project Caordinator.
