Historic Significance of the exisfing street 9 2. Significance and prominence of the street 10 3. Costs associated with the street's naming or renaming; 11 4. Input from neighborhood residents and businesses affected by the streeYs naming or renaming; and 12 WHEREAS, the Committee understands the higher costs associated with renaming all of Concord Street due to its proximity 13 to State Highway 52; and 14 WHEREAS, the Cesar Chavez StreetNaming Legislative Advisory Committee is recommending that the portion ofConcord 15 Street from Anita Street to Wabasha Street be renamed for Cesar Chavez and be Imown as Cesar Chavez Street; now therefore 16 be it 17 RESOLVED, that the Saint Paul City Council approves the renaming of Concord Street to Cesar Chavez Street from Anita 18 Street to Wabasha Street and directs Public Works to undertake the necessary street resigning to get that portion of Concord 19 from Anita Street in the southeast to Wabasha Street in the northwest named for Cesar Chavez; and be it further 20 RESOLVED that the Council directs the Cesar Chavez Street Naming Legislative Advisory Committee to continue to pursue 21 cost op t i ons for renaming Con cord in its entirety a a later date not to exceed May 7, 2004. . In developing its recommendations, the Committee was directed by the City Council to consider the following criteria: ❑ Historic significance of the exisring street name; ❑ The street must have proper significance and prominence which reflects the importance of Cesaz Chauez's wark and life; ❑ Costs associated with streeYs naming; and ❑ Input from neighborhood residents and businesses affected by the street renaming. The nine-member Legislative Advisory Committee is composed of four members nominated by the Mayor, three members nominated by the City Council, one from the Heritage Preservation Commission and one from the Planning Commission. Starting on July 14, 2003, the committee met eight times, including two public hearings and a bus tour of the streets under consideration. The Committee examined docuxnents relating to the biography and history of Cesar Chavez and listened to dozens of individuals, some of whom knew Cesar Chavez personally and others who laiew of lus legacy. Committee Activities ❑ Tour of the final streets under consideration where the committee looked at the general condition of the street, the percent of business and residential addresses on the street, the length of the street, famous landmarks, and the connection of the street to Cesar Chauez: ❑ Discussion panel on cable T.V. (SPN1V) which included Sam Verdeja and 0 E'1 � committee staff talking about the Cesar Chavez street naming process: Received input from the Heritage Preservation Commission regarding their review of street name changes: Review of the legislarive process for making official street name changes: Review of the historic significance of existing names of streets that were considered by the Committee: Review of the costs associated with the final streets under consideration: Review of community petition with over 700 names in favar of naming a street after Cesar Chavez; and D3 - !os/ ❑ Two public meetings were held in August 2003 at: The Former Bingo Hall at 899 Payne Ave. - residents expressed their opinions for streets they did not want changed most frequently Payne Ave. and some offered suggestions for streets to be renamed. El Rio Vista Connmunity Center 179 E. Robie St. - many speakers expressed their pleasure over the proposal to name a street after Cesaz Chavez and others recalled their relarionships with the labor and migrant farm worker leader. Reviewed Streets The Committee sought public input and several streets were recommended to the committee via public meetings, e-mail and letters. They included: • Concord Street • Robie Street • State Street • Robert Street • West 12�' Street • 12`� Street east from 12`" Street West to University Ave. and 35E. • Plato Blvd. • Wall Street • Payne Ave. • Cedaz Street • Rice Street • Lafayette Highway After much deliberation and community input the Committee agreed that they only wanted Concord Street to be recommended to the City Council. Necessary Steps for Renaming a Street Before discussing of the recommended options, it is important to briefly mention the legal requirements found in City Code for renaming a street in Saint Paul. According to Lisa Vieth, Assistant City Attorney, the Code is relatively quiet on street renaming; however, it does provide that any name change of an existing street is subject to Council approval [Leg. Code section 67.501 (i)]. A resolution is all that is needed for approval. The resolution should include the old name, definition of the street, and the new name. It should also include a provision directing the Department of Public Works to effect the name change in the name of the street by updating signs and official maps. There is no requirement for a public hearing regarding the name change, but as with all matters before the Council, the Council may accept public input. 03-!oS/ If the street being changed has had the same name for more than 50 years, the Heritage Freservation Commission (HPC) must review and comment on the name change [Leg. Code secrion 73.06 (x)�. Concord Street has been named far 50 years or longer. The review does not require a public hearing and will be based on the following criteria: 1) The relationship of both the existing and proposed name to City's cultural, social, economic and politicai history; 2) The significance of both the existing and proposed name and its relationship to the location and prominence of the street; and 3) The representarion of both the existing and proposed name in the names of the other places, buildings, and objects in Saint Paul. The HPC review and comment process is not binding on the Council. If the HPC rejects the street chosen for renaming, the Council may approve it anyway. Recommendation � Concord Street The street recommended by the Committee meets the criteria established by the Council and would be an excellent tribute to Cesar Chavez's life and work. While many streets throughout the City were originally considered, the committee chose Concard Street on Saint Paul's West Side. Concord Street is a long, picturesque, northwest southeast ruiming street that includes open space, residential, and business properties. Many of these are owned and operated respectively by Latino residents. Concord Street was selected by the Committee based on community preference, cultural feel, and geographic location. S It should be noted that the Committee is not recommending the entire length of Concord Street be renamed but rather a segment of the street. It is the Committee's desire to have Concard renamed Cesar Chavez Street from Anita Street in the southeast to Wabasha Street in the northwest. The primary reasons for this is due to the fact that there are signs on state highway 52 far Concard Street and these signs would need to be changed if the street was renamed in its entirety for Cesar Chavez. According to Public Works, in consultation with The Minnesota Department of Transportation (MNDot), changing these signs would cost upwards of $300,000. Recognizing that this is a substantial amount of money for a street renaming project, especially in �Criteria taken from Heritage Preservarion Commission Resolution, File Number 88-3, April 14, 1988. See Appendix for copy. 3 03-�oS� light of current financial restraints, the committee would like the Council to approve the renamiug of a portion of Concord Street now and authorize the Committee to pursue funding options for the entire street over the next few yeazs. A special comment about costs should be made here. While the Committee recognizes there will be private costs associated with changing an existing slreet name, such as changing stationary, business cards, etc., we do not calculate those costs in this report. After reseazching the issue, the Committee realized it was nearly unpossible to accurately calculate the costs borne by residents and businesses along the street being changed. In this report, however, we do list the number of residential and commercial addresses along Concord Street to give the Council an idea of the scale of impact the name change will have. Concord Street Ward: Two Distance to be renamed from Anita Street in the southeast to Wabasha Street in the northwest: Half a mile Number ofAddresses: 23 Businesses, 208 Residences Cost to Ciry: $3,500 History of Existing Street Name: Concord Street — At one time Cedar Street and Virginia Street, the names were changed in 1876. Concord is the name of historic towns in both Massachusetts and New Hampshire. Description: In Saint Paul Concord Street begins ruxuiing north at Annapolis in an open area adjacent to the rail road. It then becomes residential with middle class housing and small businesses. It intersects with State and Robert Streets and ends at Wabasha Street. It is located in the heart of the West Side of Saint Paul. Reason for Selection: Concord Street was chosen for a number of reasons. First, the street itself is dignified. The Committee consistently expressed a desire throughout this process to select streets which were scenic, safe and evoked a sense of pride. Every year the Cinco de Mayo parade and celebration are held on this street. Many Hispanic businesses and Our Lady of Guadalupe Church are located there. Residents attending the public meetings suggested we rename this street for Cesar Chavez. Other Considerations: This street has by the far the greatest number of commercial Z Costs figures were calculated by the Department of Public W orks.
