a. The dwelling is standinc� vacant, abandoned and is subject to
being entered by unauthorized nersons;
b. The exterior condition of the dwelling is as folloars: the
outside is very shabby; all windows have been broken; the trim and siding
are very deteriorated and the chimney is in very t�oor condition;
c. The interior condition of the dt�elling is as follows: the floors
of both stories sag badly; the plaster walls are badly deteriorated; the
doors and window trim are broken; the staircase is broken and the plumbing,
heating and electrical systems have been vandalized or removed;
d. The dwelling in the above condition is be,yond reasonable repair;
e. The dwelling is unfit for hur�an habitation in its �resent condition
and the above corrections must he made in compiiance with the Building Code
and the Nousin� Code of the City of Saint Paul in order to make the sar�e
habitable;
f. The dwelling constitutes a nuisance and a hazard to the public
health, safety and welfare because of its physical damac�e, dilapidation and
inadequate maintenance;

Gentlemen:
The Building Department is hereby submitting its report on the condition
of the structures at the above location.
The owner of record is the Cherokee State Bank and the legal description of
the property is the South 65 feet of the West 30 feet of Lot 28, Block 25, Mackubin
and Marshall's Addition.
A recent inspection indicates the foll owing:
Building Classification: Single family d.welling.
Exterior: Very �habby, all windows have been broken, trim and siding very
d,eteriorated. Chimney very poor. Building lacks paint.
Basement: Limestone, fair condition.
First Floor: 5 rooms, floors sag, plaster badly deteriorated.. Doors, wind.ow
trim, etc, broken.
Second Floor: 4 rooms and bath, plaster falling, stairs broken, trim badly
damaged.
Plumbing, Heating and Electrical Systems: Removed and/or vandalized.
The subject property was boarded up by the city on 5eptember 4, 1970. It has
been vacant since before May, 1970, and has been vandalized and apparently
aband.oned. This property is an attractive nuisance and is a blighting influence to
the immed.iate environs.

Inasmuch as the conditions outlined above constitute a public hazard and
the owner has made no attempt to satisfactorily repair the damage despite our
warnings , it is the recommendation of this bureau that this matter be referred
to the City Attorney's office for razing and removal through District Court
proceedings.
