Dear Sir:
This is written in response to the application of
Douglas DeCoster (Standard Oil Company) for a permit to
install a new filling station on property located on the
southeast corner of Wheelock Parkway and I-35E. This
property is further described as:
Lots 12-15, except the west 20 feet
thereof, Block 2, Kavanagh and
Dawson's Addition, including all of
vacated Sloan Street adjoining,
subject to parkway easement.
This matter was heard at the March 18, 1971, Board of
Zoning public hearing. The staff reported that the Traffic
Engineer reviewed the plan and feels the driveway being
located 10 feet east of the west property line would be
acceptable but suggests 30 feet instead.
The attorney for the applicant noted that they plan
to move the driveway to 20 feet from the property line but
cannot move it to 30 feet.
The Board discussed the reasons the Traffic Engineer
requested the extra distance. Subsequently, there was a
motion to recommend approval subject to revised plans being
submitted which showed the changes indicated by the
applicant's representative. The motion was seconded and
carried by a 4-0 vote.

A. IIISTORY: A petition to rezone part of this property was heard by the Board of
`l.oning on March 19, 1964; subsequently, the petition was withdrawn. A new
petition to rezone this property was heard by the Board of Zoning on January 7,
1971. On January 28, 1971, the City Council granted the petition to rezone this
property.
B. AREA ZONING: The area to the north is zoned Commercial and "A" Residence. The
rest of the surrounding area is zoned "A" Residence.
C. DESIGN STANDARDS: The plan meets established design standards for filling stations .
D. FRONTAGE AND AREA: The property has a frontage of 164.83 feet along Wheelock
Parkway with a depth of 160.5 feet, resulting in an area of 26,455.22 square feet.
E. TRAFFIC ENGINEER: The Traffic Engineer reviewed the plan and its relation to traffic
on Wheelock Parkway and the off-ramp of I-35E. He felt the driveway located 10 feet
east of tl�e west property line would be ecceptable, but suggested 30 feet. Final
plans provide this revision.
F. SITE CONDITIONS : The site is vacant and slopes down to the south. The property is
approximately 5 feet below the grade of Wheelock Parkway and the off-ramp of I-35E.
Ttiere is no access to the property from the off-ramp.
G. AREA CONDITIONS: To the west is the freeway; north a service station oriented toward
Larpenteur Ave. , and single-family residences; to the east are single-family residences;
and vacant to the south.
