PAUL H�E NC�� NO. ` OFFICE OF THE CITY CLERK COUNCIL RESOLUTION-GENERAL FORM PRESENTED BY COMMISSIONE ATF 1-�-� WHEREAS, The Counc 1 of the City of Saint Paul by resolution approved a comprehensive City Demonstration Program (hereafter re- fer.r.ed to as the Program) for the Model Neighborhood as described therein and the City of Saint Paul will enter into a Grant Agree- ment with the United States of America to carry out the Program; and WHEREAS� The Demonstration Cities and Metropolitan Development Act of 1966 (P. L. 89-754 hereina.fter referred to as the Act) re- quires tha.t a Program should provide "maximum opportunities for employing residents of the area in all phases of the program, and enlarged opportunities for work and training" and should achieve "ma.rked �rogress in reducing . . . underemployment and enforced idleness 'f and WHEREAS� The Department of Housing and Urban Development ha.s issued CDA Letter No. 11� dated November 1970, which sets forth policy requirements implementing the Act applying to all employment, including construction work� generated by components of the Program and supported in whole or in part by supplemental grants under Section 105 of the Act or other financial assistance provided by � the Department of Housing and Urban Development; and � � WHEREAS� The City of Saint Paul, in order to improve the living � and economic conditions of people living in the model neighborhood� inds it necessary and desirable with respect to all employment, � a public and private, generated by components of the,Program, to im- a, o prove and expa.nd the recruitment, training and hiring opportunities ¢ � for residents of the Model Neighborhood through preferential re- �' cruitment, hir�.ng and training systems; now, therefore, be it 0 � RESOLVED� BY THE COUNCIL OF THE CITY OF SAINT PAUL: COUNCILMEN Adopted by the Council 19— Yeas Naya Butler Carlson Approved 19— Levine Tn Favor Meredith Mayor Sprafka Tedeaco ASainat Mr. President, McCarty �� ., wEe�¢�Nw�ro e�rv c�ertK 253��1 •„ � ., .. • CITY OF ST. The City of Saint Paul hereby adopts the policy require- ments of the Department of Housing and Urban Development set forth in CDA Letter No. 11 tha.t maximum employment opportunities and enlarged opportunities for work and training be assured to all residents of the� Model Neighborhood. 2. The City pledges its cooperation and assistance in the development of the Resident Employment Plan and directs all other officials, depa.rtments, boards, agencies or commissions having responsibilities with respect to The Program likewise cooperate to such end and to exercise their functions and powers in active support and pa.rticipation with the City Demonstration Agency in developing and preparing the Resident Employment Plan. 3.
