PAUL FOENCIL NO. � OFFICE OF THE CITY CLERK � COU L RESOLUTION-GENERAL FORM PRESENTED BY (�J COMMISSIONE `�" DATF WHEREAS, Public Law 91-518, known as the Rail Passenger Servi.ce Act of 1970, provides for the financial assista.nce and establishment of a National Rail Passenger System, to modernize railroad passenger equipment and prescribe minimum sta,ndards for railroad passenger service; and WHEREAS, pursuant to said Act there has been formed a corporation to carry out the terms and provisions thereunder, known as the National Railroad Passenger Corporati.on; and WHEREAS, said corporation has the power and discreti.on to determine and designate rail passenger service and regulate routes and services under the terms of said Act; and WHEREAS, several suits ha.ve been filed in United Sta.tes District Courts to delay takeover of the nation's railroads by the corporaia.on so as to give Congress additional ti.me to correct flaws in the law, give xnore money to the corporati.on, and to add additional routes; now, therefore, be it RE50LVED, by the Council of the City of Saint Paul, that it h.ereby expresses its support and approval of an extended delay in the imple- mentation by the corporation to operate the nati.on's railroads.
