I2.1 of the City Charter provides that, the Council shall estab[ish, by ordinance, minimum 5 qualifications for the vacant position and appoint an Exam;ning Committee; and 6 WHEREAS, the responsibilities of the Police Chief aze broad-based, unique, important and have significant impact � upon the City and its residents; now thereforebe it 8 RESOLVED, that the Saint Paul City Council requests the Office of Human Resources bring forward a plan, 9 developed in consultation with Council Researct�,�or the process of selecting of a new Police Chief; and be it further and the Police Chief's Office, 10 RESOLVED, that this plan indude the following: 11 a) recommendation on the establishment, membership, and work program of the Police Chief Examination 12 Committee; 13 b) recommendation on minimum qualifications to be used in the screenmg process; 14 c) a plan for the conduct of at least fourcommunity meetings, to be held throughout the City of Saint Paul, which 15 will aid the Exaininii�g Comxnittee in detennining the personal characteristics and leadership style that would 16 best meet the needs of the community; 17 and be it finally 18 RESOLVED, that this plan and appropriate draft ordinances be presented to the City Council by Human Resources and 19 Council Research n l ater than January 14, 2004.
