RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF
EMPLOYMENT AND ECONOPVIIC DEVELOPMENT AND TO THE METROPOLITAN COUNCIL
FOR A CONTAMINATION CLEA,NUP GRANT FOR THE `BUILDING 1T' SITE
WHEREAS, the City of Saint Paul, Minnesota is a participant in the Livable Communities AcPs Housing
Incentives Program for 2003 as determined by the Metropolitan Council, and is therefore eligible to make
application for funds under the Tax Base Revitalization Account; and
VVHEREAS, the City has identified a clean-up project within the City that meets the purposes and criteria of the
Contasnination Cleanup Grant Program of the Minnesota Department of Employment and Economic
Development (DEED) and the T� Base Revitalization Account Grant Program ofthe Metropolitan Council; and
9 WHEREAS, the Ciry has the 1ega1 authority to apply for financial assistance, and the insfitutional, managerial
10 and financial capability to ensure adequate project administration; and

12 WHEREAS, the City of Saint Paul certifies that it has not violated any Federal, State or local laws pertaining
13 to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt pracrice and that it
14 will comply with all applicable laws and regulations as stated in the contract agreements; and
15
16 WHEREAS, the City of Saint Paul, Minnesota agrees to act as legal sponsar for the proj ect contained in the j oint
17 cleanup grant application submitted to DEED and the Met Council on November 3, 2003;

19 NOW, THEREFORE, BE IT I2ESOLVED that the City Council of the Ciry of Saint Paul, Minnesota hereby
20 approves the joint Contamination Cleanup grant application submitted to the Department of Employment and
21 Economic Development (DEED) and the Metropolitan Council on November 3, 2003 by the City of Saint Paul
22 for the Building 17 site; and

24 BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the application

aze committed to the project identified; and
BE IT FURTHER RESOLVED that upon approval of its application by DEED and the Metropolitan Council,
the City of Saint Paul may enter into an agreement with them for the above-referenced proj ect, and that the City
of Saint Paul certifies that it will comply with a11 applicabie laws and regulation as stated in all cantract
agreements; and
BE IT FURTHER RESOLVED that the Director of the Department of Planning and Economic Development
is hereby authorized to execute such agreements as are necessary to implement the project on behalf of the
applicant.

advantage of lost savings when Phalen Boulevard is conshucted.
