Dear Sir:
This is written in response to the application of Richard Construction
Company to install a 54-car parking lot to be used in conjunction
with a 36-unit apartment building, on property located on the
north side of East Seventh Street between Birmingham and Hazelwood
Streets, and noted in detail by the legal description on file.
This matter was heard at the July 15, 1971 Board of Zoning Public
Hearing at which time the staff indicated that revised plans which
meet design standards had been received.
A motion to recommend approval was made, seconded and passed by
a vote of 4 to 0.

A. HISTORY: The northerly part of this property was rezoned from "A" to "C"
Residence on May 29, 1971.
B. AREA ZONING: The frontage along East Seventh Street is zoned Commercial. North
of this site is a parcel of "C" Residence land. The rest of the area is zoned
"A" Residence.
C. DESIGN STANDARDS: The plan provides sufficient spaces to meet the 1�-1 parking
ratio. Minor corrections to the plan had been transmitted to the applicant.
A revised plan incorporating these changes has been received.
D. FRONTAGE AND AREA: The property has a frontage of 125 feet along East Seventh
Street and 176 feet along unimproved Stillwater Avenue and an area of 46,225
square feet. Building area is 11,620 square feet, covering 25.1% of the ground
area.
E. TRAFFIC ENGINEER: The Traffic Engineer recommends approval with 26-foot drive-
ways.
F. SITE CONDITIONS: The site is vacant and relatively level. The surrounding
topography suggests the site was filled and rough graded.
G. AREA CONDITIONS: An extensive area between Johnson Parkway and Hazelwood Street
is not developed to any extent because of severe topographical conditions.
Five streets are open from Johnson Parkway to White Bear Avenue, East Seventh
Street, Case Avenue, East Minnehaha Avenue, Reaney Avenue, and East Third
Street. Flandrau Street is the only improved street from East Third Street
to Caae �v�nue.
