RESOLUTTON AUTHORIZING APPLICATION TO THE 1VIINNESOTA DEPARTMENT OF
EMPLOYMENT AND ECONOMIC DEVELOPMENT FOR A CONTAMINATION
INVESTIGATION GRANT FOR THE JEFFERSON-5MURFIT PROPERTY
1 SE IT RESOLVED that the City of Saint Pau1 act as the legal sponsor for the Jefferson-Smurfitproject
2 contained in the application submitted on November 3, 2003 to the Department of Employment and Economic
3 Development, and that the Director of the Saint Paul Department of Planning and Economic Development is
4 hereby authorized to apply for funding of this project on behalf of the City of Saint Paul; and
5
6 BE IT FURTHER RESOLVED that the Director of the Saint Paul Department of Planning and Economic
7 Development has the legal authority to apply for financial assistance, and the institutional, managerial, and
8 financial capability to ensure adequate project administration; and

10 BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the application

are committed to the project identified; and
BE IT FURTHER RESOLVED that the City of 5aint Paul has not violated any Federal, State or local laws
pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice;
and
BE IT FURTHER RESOLVED that upon approval of its appiication by the state, the Director of the Saint Paul
Department of Planning and Economic Development may enter into an agreement with the State of Minnesota
for the above-referenced project, and that the City of Saint Paul certifies that it will comply with a11 applicable
laws and regulation as stated in all contract agreements; and
BE IT FURTHER RESOLVED that the City of Saint Paul approves the Contamination Investigation and RAP
Development Grant application submitted to the Department of Employment and Economic Development
(DEED) on November 3, 2003 for the Jefferson-Smurfit site, and the Director of the Saint Paul Department of
Planning and Economic Development is hereby authorized to execute such agreements as are necessary to
implement the project on behalf of the applicant.
