THE COLLEGE OF VISUAL ARTS
WHEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital
(Cultural STAR) Investment Program, and
WHEREAS, the Cultural STAR Program is funded with ten percent of an addifional one-half of one percent
sales tax on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A,
authorized by the State of Minnesota, Chapter No. 375, Sec. 46, and
WHEREAS, the purpose of the Cultural STAR Program is to fund projects that further cultutal and visitor
activities within the city of Saint Paul, and
WHEREAS, the College of Visual Arts, a non-profit arts organization located in Saint Paul, must
immediately undertake an emergency campus renovation project to replace the boiler at its building at 344
Sutmnit Avenue and to repair the roof at its building at Selby and Western Avenues, and
WHEREAS, pursuant to 1998 Minnesota Laws Chapter 389, Article 8, SS 37, Subdivision 1, a cirizen review
panel, commonly known as the Cultural STAR Boazd, has xeviewed an application from the College of Visual
Arts for a grant of $52,372 for the Coliege's Emergency Campus Renovation Project, and
WHEIZEAS, the Mayor has reviewed the apglication from the College of Visual Arts, and
WfIEREAS, the proposed grant to the College of Visual Arts meets the eligibility requirements for the
Cultural STAR Capital Program, and
WHEREAS, the proposed grant for the College of Visual Arts does not represent a Business Subsidy as
defined by Minnesota Statutes, Chapter 116J, now, therefore, be it
RESOLVED, that the City Council hereby approves a Culhxral STAR grant of $52,372 for the College of
Visual Arts Emergency Campus Renovation Plan, and be it
FURTHER RESOLVED, that the Council approves amending the budget to reflect the a ant to the College of
Visual Arts:
