Accepting a National Park Service Canservation Grant and ReZated Matching Funds for
A'ork on the Crosby Bluffs and Makina Necessary BudgetAmendments
3 WHEREAS, the U.S. Depattment of the Interior, National Pazk Service (NPS) - Mississippi National River and Recreation
4 Area (MNRRA) has awazded a$49,000 Cooperative Conservation Tnitiative Grant to the City of Saint Paul Pazks and
5 Recreation to cotttrol invasive shrubs (buckthom) and to study erosion threatening the Crosby bluffs and nature recreation trail;
6 and
7 WHEREAS, Parks and Recreation is requesting that the 2003 adopted budget be amended to include the $49,000 of Initiative
8 Grant revenue, which requires a one to one match; and
9 VJHEREAS, Pazks and Recreation is willing to provide a match valuing $5,000 through in-kind volunteer work, existing project
1 Q staff; and work crews; and
11 WHEREAS, Great River Greening is a collaborative par[ner on this project and has agreed to provide an in-kind match valuing
12 $29,700; and
13 WHEREAS, the Capiml Region VJatershed District (CRWD) has agreed to provide a$15,000 cash-match towards the grant for
14 volunteer events and ecological surveys; and
15 WHEREAS, this project will span two years, from November 2003 through September 2004; and
16 WHEREAS, $7,000 of the cash-match from CRWD is part of this 2003 budget amendment; with the remaining $8,000 to be
17 requested as an amendment to the 2004 budget; and
18 WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify Yhat there are available
19 ,for appropriation funds of $56,000 in excess of those estimated in the 2003 budget; and
20 WHEREAS, the Mayor recommends that the following additions be made to the 2003 budget:

The National Pazk Service has awarded $49,000 to the Division of Parks and Recreation for the purpose of
controlling invasive shrubs and studying the erosion threatening the Crosby BlufFs. Matching grants and in-kind
services have been approved by the Capitol Region Watershed District and Crreat River Greening. Parks and
Recreation is contributing $5000 in in-kind services.
Formal approval of the grant is required.
